I <br /> 0 MEMO • ,/ December 29, 1997 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: January 5, 1998 City Council Work Session <br /> We have several items to review this Monday, but I do not expect it to be an overly lengthy <br /> meeting. Here's what we have so far: <br /> Item 1 - Senator Novak: Steve Novak will meet with the Council to review any issues we may <br /> have interest in prior to the upcoming legislative session. Two items I suggest bringing to his <br /> attention are first the mobile home resolution regarding the League of Minnesota Cities' effort <br /> this Council approved earlier this month. Second, he should be made aware of any interest in the <br /> Council may have in the work Geri Evans is doing on the house side regarding Municipal State <br /> Aid funding formulas. I think rather than telling him about Evans' work, perhaps relaying to him <br /> the problems Mounds View is having in working with residents who want more say so over their <br /> street construction specifications may be more appropriate. Evans' efforts right now are directed <br /> at the MNDOT Commissioner and not at the legislature. <br /> Naturally, the MAC airport plan should be discussed. Novak chaired another meeting this month <br /> attended by myself, the mayor and city attorney. At Bob Long's suggestion, MAC officials were <br /> asked to consider jointly filing a request for a declaratory judgement to clear up the conflicts <br /> present in Met Council plans and past legislation. He and Bob can review that for the Council. <br /> Other issues that can be discussed include further efforts at property tax reform, the state budget <br /> surplus relative to cities, and anything we should be aware of in a state bonding bill. This is our <br /> best opportunity we have to communicate directly with Steve so don't be afraid to bring things <br /> up. <br /> Item 2 - Discussion of Assessment Policies and Street Maintenance Program Status: With <br /> the holidays and vacations it has been a little hard getting as much done on this as I would like. <br /> However, between Bruce, Mike and the SEH guys some has gotten done. Perhaps this will be <br /> enough to get the ball rolling. Mike and Steve Campbell have developed a matrix that may assist <br /> in addressing the issues we face here and should be able to present it as best possible Monday <br /> evening. There will still be more work to do and the Council may want to consider a special work <br /> session date for later in January to work on this. <br /> Item 3 - Discussion of County Road J and Airport Road Status: We will try to address the <br /> status of this again as well. <br /> Item 4 -Review of Mounds View Drive Residents Meeting: I pretty much covered everything <br /> in my memo of December 19. Since two Council members were not there, some discussion of <br /> • what took place would be appropriate. I have been asked by the newly formed residents <br /> committee to keep them appraised of meetings and correspondence regarding their area, so there <br />
