5êi1 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> PARKS AND RECREATION COMMISSION <br /> MINUTES <br /> December 4, 1997 <br /> CALL TO <br /> ORDER: Chair Silvis called the meeting to order. <br /> ROLL CALL: Commissioners present included Silvis, Long, Stevenson, & Dentz. City <br /> Council Liaison Gunn was also in attendance. Commissioner Starr was <br /> working at Pinewood Book Fair. <br /> APPROVAL <br /> OF MINUTES: Commissioner Stevenson made a motion seconded by Commissioner <br /> • Long to approve the October 23, 1997 minutes. Motion passed <br /> unanimously. <br /> RING ROAD: Commissioners viewed the video tape of the Ring Road Public Information <br /> meeting with the Design Center for Urban Landscape from the University <br /> of Minnesota explaining the concept. The Commission discussed various <br /> impacts on the Parks System, specifically City Hall site. The Commission's <br /> concern for the soccer field and small youth ballfield was minimal because <br /> both field uses can be absorbed in the system. However, the large, lighted <br /> adult ballfield was of concern if vacated - for the simple reason that it <br /> would be more difficult to replace somewhere in the City and because it is <br /> a lighted field with extensive use and high demand. The Commission <br /> however, understood the benefit for the city regarding increase tax <br /> revenues. Possibilities were discussed of park bailfields being developed on <br /> the east side of Edgewood Dr. in the area of the Community Center. The <br /> Commission thought that the Ring Road concept should continue to be <br /> researched as the idea of a"heart of the city" is good and the idea of inter- <br /> neighborhood accessibility other than Highway 10 is also a benefit <br /> especially regarding pedestrian and bicycle transportation which is a means <br /> of travel by youth of the community. <br /> • SIGNAL LIGHT <br /> ONHWY 10 & <br /> EDGEWOOD DR.: The Commission reviewed the petition and letters exchanged between <br />
