• MEMO February 6, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: February 9, 1998 City Council Meeting <br /> The agenda is relatively light for Monday evening, although things are going on. Here's what's on <br /> tap for Monday: <br /> Item 4-Special Order of Business-Mayor's State of the City: Mayor McCarty has asked to give <br /> a state of the city address for Monday night. <br /> Item 7A-Wastewater Budget Amendments: Mike and Bruce have prepared this information in <br /> regards to the discussion of manning the department over the next several months and beyond. In <br /> regards to concerns about whether this is premature or not,Mike and I have discussed this back into <br /> last fall. There was some thought of trying to incorporate the possibility of Wally Mortenson not <br /> coming back into the budget for 1998,but his operation and its results were not know. With the tight <br /> budget apparent, I figured waiting to see his status and considering an amendment to the budget <br /> • would be more practical,particularly if he turned out well. Staffs recommendation for Monday is <br /> to approve Resolution 5209 regarding this. <br /> Item 7B - Setting Public Hearing for Street Issues: In reflecting on the discussion of Monday <br /> evening, it was a little hard to determine exactly what the public hearing needed to do. With that in <br /> mind, I wrote a neutral type statement of purpose for the public hearing notice. I have put this on <br /> the regular agenda if the Council would like to discuss it since there may be expectations that a <br /> particularly preference is to be heard for street reconstruction at this hearing. I met with Bruce and <br /> Mike this week to review the work done to date and the meeting discussion to ensure we are <br /> prepared for the next series of discussions. Based on the discussions and input from residents, I <br /> figure there are about eight street construction and assessment options, three storm water options, <br /> two main policy changes that may have to be made for assessing and possibly construction <br /> standards, and then the corresponding time tables for any of the options. We are working on these <br /> with the idea that within two or three weeks we can bring this back to Council members to make <br /> choices. I expect we can have it done prior to the public hearing and perhaps review them with at <br /> the March 2 work session. <br /> As for Monday night,unless Council would like the wording done differently on the notice, it is just <br /> a matter of voting to set the hearing for March 9. <br /> • Item 7C - Committees for Community Center Oversight and Youth Activities Discussion: <br /> Council will recall this request being made at the last meeting. My main concerns are first, not <br /> creating more staff work, particularly in an area lacking staff, and second, doubling up on <br />
