UNAPPROVED <br /> • Page 5 <br /> January 26, 1998 <br /> Mounds View City Council <br /> 1 arose as to whether or not a Wetland Delineation Report was done on the property. According to the <br /> 2 information they have,the property was not in the wetlands,however the Rice Creek Watershed District <br /> 3 maps,however, indicate that the property is in the wetland district. To verify the status, a Wetland <br /> 4 Delineation Report is required. This study cannot be completed until April and therefore the city must <br /> 5 decide if they want to postpone the project until Spring when the report can be completed,or prepare a site <br /> 6 plan for grading and drainage for just the building and the parking in front of the building and not do the <br /> 7 major parking lot where the potentially identified wetland area would be. This would keep the project on <br /> 8 track as far as timing. <br /> 9 <br /> 10 Mr. Whiting noted that Resolution No. 5209 is incorrect. The Council should consider making a motion to <br /> 11 enter into a supplemental agreement with WAI Continuum based on the January 20, 1998 letter for <br /> 12 Supplemental Services billed on an hourly rate not to exceed$4,650.00. <br /> 13 <br /> 14 MOTION/SECOND: Quick/Gunn to authorize the city to enter into a Supplemental Agreement with WAI <br /> 15 Continuum based on the January 20, 1998 letter for Supplemental Services,billed on an hourly rate not to <br /> 16 exceed$4,650.00. <br /> 17 <br /> 18 VOTE: 5 ayes 0 nays Motion Carried <br /> 19 <br /> 20 Mr. Olson explained that Resolution No. 5207 would approve the plans and specifications for Phase II of <br /> 21 the project and authorize the taking of bids fore the construction. He noted that the drawings were <br /> 22 submitted on January 20th for staff review. After Council approval,they will be issued on approximately <br /> 23 February 4th for bidding with construction beginning on approximately March 4, 1998. <br /> 24 <br /> 25 MOTION/SECOND: Koopmeiners/Gunn to approve Resolution No. 5207,A Resolution Approving Phase <br /> 26 II Plans and Specifications and Authorizing the Taking of Bids for the Construction of the Mounds View <br /> 27 Community Center. <br /> 28 <br /> 29 Council member Stigney noted that there had been a discussion on the proposed brick at a previous <br /> 30 meeting and it is his understanding that the selected brick will be different than that which is on the City <br /> 31 Hall building. He asked why they are not proposing to use the same brick. <br /> 32 <br /> 33 Mr. Olson noted that the smooth surface proposed is easier to clean and that the color will match the brick <br /> 34 on the city hall building. Council member Stigney stated he would prefer to use the same. Other council <br /> 35 members stated they would rather use a brick which is easier to clean. <br /> 36 <br /> 37 VOTE: 5 ayes 0 nays Motion Carried <br /> 38 <br /> 39 Mr. Whiting gave the council a brief update on the status of the roof at the community center. He noted <br /> 40 that after a drying period,the roof will be patched to hopefully alleviate any further leakage or damage. <br /> 41 Mr. Koopmeiners suggested that sand be put around the elevated membrane of the roof to help keep water <br /> 42 from the damaged areas. When asked about the roof damage, Mr. Olson stated it is his understanding <br /> 43 that the HVAC units were removed with a crane and therefore,he does not believe they would have <br /> 44 damaged the roof. <br /> 1110 45 <br /> 46 F.
