• The MSA vs Non-MSA Debate: <br /> It has been stated for many months during this road project discussion that <br /> these roads need to be designated Metropolitan State Aid roads in order to <br /> receive outside funding for our road projects. <br /> All along, residents have strongly resisted the required standards that the <br /> MSA funding demands. Residents have signed petitions and voiced their <br /> opinions against wide roads, curb & gutter and sidewalks yet even in light <br /> of that opposition, MSA funding continued to be talked about in matter-of- <br /> fact terms. <br /> A comparison of the 24' estimate from Frattalone Paving Inc. to reconstruct <br /> Spring Lake Road and County Road I with the staff/engineer proposed <br /> costs bring this discussion to a conclusion. <br /> 41, Let's do the math: <br /> Engineer's estimate based on City/MSA standards: $1,500,000 <br /> Frattalone Paving Inc. estimate of 24' total reconstruct: 477,530 <br /> A difference of : $1,022,470 <br /> At the present predicted level of MSA funding of our road at $18,000 <br /> per year, it would take almost 57 years of funding to pay for just the <br /> difference between these two figures. This does not include additional <br /> maintenance (crack sealing, sealcoating) - not to mention that the road <br /> would wear out and require reconstruction again far before this <br /> period of time had passed. <br /> To sum up: This 'free' money comes at far too high a cost! <br /> • <br />
