EXPLANATION of main five (5) reasons for delay <br /> (Petition circulated weekend of 2/7, 2/8: 44 houses, 40 For delay; 67 signatures total) <br /> 1 . Current Road Improvement Policy does not allow For input from the residents; it does <br /> not address neighborhood character or its aesthetics: it needs review to allow For <br /> the education of the affected residents assessed For projects and to provide For a <br /> vehicle (survey, questionnaire, consensus) to get a majority approval of the rood <br /> improvement project by affected residents. These provisions would be mandatory so <br /> that a road improvement project does not result in an adversarial relationship between <br /> the Mounds View City Council and its residents. <br /> 2. Residents told they would be assessed 50% For road improvements on a 30' road width <br /> (told this is "road policy" but not Found in Ordinance 600 nor in Chapter 202). This has <br /> created a proposed $41 .04 front Foot assessment For Spring Lake Road/County Road I <br /> residents in 1998. (In 1997, Old Hwy 8 reconstruction was only assessed X22/i.) A <br /> review of this assessment policy/amount should be made taking into consideration State <br /> Statute 429 that applies a cost/beneFit analysis of said assessment ie. value of <br /> improvement has to be justified by an increased valuation of the benefiting property. <br /> 3. Residents on SLR/CRI have asked For other upgrade options (current proposal For <br /> SLR/CRI is For 32' width, curb/gutter installed with storm sewer) so they can judge which <br /> option best Fits their neighborhood and their Financial concerns. Delay until 1999 will <br /> provide time For this request For other road designs be met. The present policy needs to <br /> be amended to require that costs of all upgrade/reconstruction options be available to <br /> affected road improvement residents so the residents can consider the type of road they <br /> • want with complete cost information. <br /> 4. All residents in Mounds View can beneFit from a Full explanation of the various Financial <br /> Funds available on any road improvement project and the city's budgetary needs. MSA <br /> Funding has strict policies that need thorough understanding by all of Mounds View's <br /> citizens, ie. road width requirements, curb/gutter requirements, clear zone requirements, <br /> variance options, Funding penalties, etc. <br /> 5. Concern For water quality and water quantity is paramount to any road project (best <br /> water management practices). Options as to the handling of storm water runoff needs <br /> to be explored (ie. storm sewers, landscaping options, natural plantings and holding <br /> ponds) and discussed with all affected road project residents. A provision needs to be <br /> established and added to Mounds View's present Public Improvement policy addressing <br /> these options so that curb and gutter are not the only solutions to water runoff. <br /> Mounds View is not ready to reconstruct Spring Lake Road/County Road I until the above <br /> concerns, information and Facts are related to all of the residents along the SLR/CRI <br /> corridor. Reconstruction of these roads will be permanent. Our neighborhood will reflect <br /> this improvement as long as we live. How do we want our neighborhoods to appear, Feel <br /> and be? DELAY THE PROJECT UNTIL WE HAVE ALL OF THE FACTS, UNTIL THE "PUBLIC <br /> IMPROVEMENT "POLICY IS EXPANDED AND UNTIL WE AGREE WITH THE FINAL PLAN AND <br /> COST ESTIMATES OF THIS ROAD PROJECT <br /> • <br />
