Basis. A state-aid route must be selected on <br /> the basis of all criteria in either subpart 2 or 3 . <br /> Subp. 2 . County state-aid highway_ A county state-aid <br /> highway may be selected if it : <br /> A. is projected to carry a relatively heavier traffic <br /> volume or is functionally classified as collector or arterial as <br /> identified on the county' s functional classification plan; <br /> B. connects towns, communities, shipping points , and <br /> markets within a county or in adjacent counties; provides acceJs <br /> to rural churches, schools, community meeting halls, industrial <br /> areas , state institutions, and recreational areas; or, serves as <br /> a principal rural mail route and school bus route; and <br /> C. provides an integrated and coordinated highway <br /> system affording, within practical limits, a state-aid highway <br /> network consistent with projected traffic demands . <br /> Subp. 3 . Municipal state-aid street.
