• March 20, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: March 23, 1998 City Council Meeting <br /> We have a good agenda for Monday night. Council will notice from the Consent Agenda that we are <br /> preparing for some much anticipated items in April. Here's what we have: <br /> Consent Agenda-Items 5G and 5H-Re: TOLD Walgreens Development: This project is now <br /> going through the Planning Commission process. These two items are to set the public hearings for <br /> April on the comprehensive plan amendment and rezoning questions. <br /> Item 5I-Development Stage Plan Extension for Anthony Properties on Theater Project: Rick <br /> Jopke's memo notes that the time frame for consideration of the concept plan for the theater project <br /> expired in February. Anthony Properties' project is now coming to the Planning Commission on <br /> April 1, but it has been found that the concept plan expired within the nine month period set in code. <br /> Staffs recommendation is to simply extend the period as noted in Jopke's memo and deal with the <br /> anticipated concerns such as no exits onto H2 or Long Lake Road as part of the final process rather <br /> • than here. Staff has been having discussions with Anthony Properties on the traffic light cost and feel <br /> Anthony Properties has cooperated with all the concerns expressed by the City and nearby residents, <br /> and feels granting the extension with the understanding of dealing with the specifics during the final <br /> plan review process is more appropriate. <br /> • Item 5J- Everest Request for Extension on Final Plat Filing for Building N Site: There is no <br /> harm to the City to grant this extension for 120 days. Everest has contacted me again regarding <br /> whether any options may exist on getting City approval for the Building N project. I met with them <br /> last week not to offer anything,but discuss possible city interest in some Everest controlled property <br /> over by the Mermaid. Nothing else has happened on N since. <br /> Items 7A and B-Ordinance Amendments regarding Noise Control and Animal Control: Chief <br /> Ramacher will be present to review these with the Council. Council will recall discussing the issues <br /> at the last work session. These are the first readings of the ordinance amendments. <br /> Item 7C-Resolution 5123 Regarding Spring Lake Road/County Road I Reconstruction: Mike <br /> has put this together following the lead the Council took at the last meeting. He notes that since then <br /> the MPCA has gotten involved and there may be considerations for drainage ponding to be aware of. <br /> Barbara Haake called me to suggest the city consider applying for Rice Creek Watershed funds for <br /> land acquisition in drainage situations, and it may be prudent to go ahead and do that whether we are <br /> ready or not. This item should take some discussion and clarification of where or if we are in a <br /> process or not. Also, it should be noted that Mike found a resolution from 1995 regarding city <br /> preferred street standards. <br />
