Item No. 10 <br /> Staff Report No. <br /> III Meeting Date: April 6. 1998 <br /> Type of Business: WIC <br /> WIC:Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council Members <br /> From: Mary Saarion, Director of Parks, Recreation &.Forestry <br /> Item Title/Subject: Quarterly Report - Proposal for School District <br /> Date of Report: April 2, 1998 <br /> The Mounds View School District is looking into options and opportunities to contract school <br /> grounds maintenance services to other entities. The School District does not have the manpower, <br /> expertise nor equipment to upkeep school grounds and athletic fields. Carl Colmark, Director of <br /> Finance, Facilities and Operations has requested the cities of Arden Hills, Mounds View, New <br /> Brighton and Shoreview to provide the School District with a proposal to maintain athletic field <br /> areas for schools within their city boundaries. The City of Mounds View has two schools, Pinewood <br /> Elementary and Edgewood Middle School. The athletic field areas of these two schools is estimated <br /> at 16 acres. <br /> •mewood School fields have under-developed turf areas including one field that has been"let go", <br /> one larger softball/baseball field with a full infield and one small grass infield baseball field. These <br /> areas are used as multi-purpose areas for school track, soccer and other activities of the physical <br /> education department. For years the water runoff from the school building and surrounding paved <br /> areas washout out field soils and grasses. As a result, there is poor soils and little grass on much of <br /> the field areas. There is no irrigation which makes seeding and turf establishment difficult. Because <br /> Pinewood School athletic fields are not in high demand by community group athletic organizations, <br /> improvements to the field area is probably not a priority at this time. Maintenance proposed for <br /> Pinewood School grounds is proposed for regular maintenance. <br /> Edgewood Middle School on the other hand has irrigated fields which are used for Irondale High <br /> School competitive athletic leagues including baseball, fast-pitch softball, soccer and football. <br /> Because of the high level of competition, irrigation and community use and demand, these athletic <br /> fields have high priority for maintenance which requires a high quality maintenance program. The <br /> proposal offers a total turf management program to re-vitalize Edgewood Middle School athletic <br /> fields. The School District has indicated that this would be a program that they would be in favor of. <br /> This proposal is scheduled to be presented and reviewed by the School District in a few weeks. Staff <br /> invites questions or concerns from the Mayor and City Council before this proposal is provided to <br /> the School District. <br />
