A natural screen shall be erected and maintained along all property lines separating <br /> the site from any residential district. The screening shall include landscaping (trees, <br /> shrubs, grass, etc.) in compliance with Section 1103.08 of the Zoning Code. The <br /> applicant is showing such a natural screen on the landscape plan. The City Forester has <br /> reviewed the landscaping plans and the natural screen and finds it acceptable. This <br /> requirement is met. <br /> Other Issues: <br /> Access: The plans show only one access onto Highway 10. The driveway from the old Citgo site <br /> onto Highway 10 will be closed per MnDOT requirement in the attached letter to the City dated <br /> 3/5/98. There will be two curb-cuts servicing the property onto County Road I. The applicant <br /> will need to obtain permits and/or written permission from MnDOT and Ramsey County if any <br /> work is to be done in either jurisdiction's right of way. <br /> Landscaping: The applicant is proposing an extensive landscaping screen along County Road I <br /> along with various plantings in front of the proposed building expansion and in a parking island on <br /> the former Citgo site. In addition, plantings will be added behind the existing building. The <br /> planting screen along County Road I will consist primarily of six-foot Black Hills Spruce with <br /> • Goldflame Spirea and a Hackberry tree. Other plantings on the site will consist of Amur Maple <br /> clumps, Red Splendor Crab, and more Goldflame Spirea. The City Forester has reviewed the <br /> plant species and finds them acceptable. The City has retained the services of the Hoisington <br /> Koegler group to study the Highway 10 corridor and offer suggestions as to implementing a • <br /> common landscape or design theme along the corridor. While recommendations are not yet <br /> formulated, the City would request that Saturn allow for the installation or incorporation of <br /> design elements from the approved corridor theme into a portion of the 30-foot Highway 10 <br /> setback. <br /> Utilities: All of the utilities for the building expansion will be accessed through the existing <br /> building. No additional external lines or connections will need to be made. The Director of <br /> Public Works, Mike Ulrich, has reviewed the plans and has determined that the addition of a car <br /> wash at this location will not adversely affect the capacity or pressure of the current system. <br /> Lighting: The lighting plan submitted by the applicant conforms for the most part to City Code, as <br /> indicated in Item H of the CUP requirements, with one exception. The Code requires that <br /> footcandle readings be given to the centerline of any adjoining street. While the readings extend <br /> far beyond where a centerline would be along County Road H2, the centerline is not marked. <br /> Staff calculated that the footcandle readings would exceed Code requirements at the centerline of <br /> County Road H2 at the northwest corner of the lot and would require that the applicant resubmit <br /> the lighting plan using reduced-wattage bulbs in this location in order to lower the footcandle <br /> readings to a point below 1.0 at the centerline. In addition, where the second driveway had been <br /> 40 shown on Highway 10, an additional light assembly has been added with no change to the <br /> footcandle readings. The photometrics should be recalculated to account for the additional light <br /> assembly. Refer to the lighting attachment to this report for a visual explanation. <br />
