To staffs knowledge, there have <br /> been no problems associate with the operation. The requirements and standards associated with <br /> vehicle sales CUPs applicable to this development review request are as follows: <br /> a. Motor Vehicle sales shall be on one(1) lot or contiguous lots not separated by a public <br /> street, alley, or other use. This requirement is met, subject to receiving documentation <br /> from Ramsey County indicating the three lots have been combined . <br /> b. The minimum lot width shall be one hundred fifty(150) feet at the minimum required front <br /> yard setback. Saturn's front footage along Highway 10 is approximately 660 feet. This <br /> requirement is met. <br /> c. A minimum lot area of two acres is required. The total site area included in this . <br /> development is 3.276 acres. This requirement is met. <br /> d. Setbacks shall be as required in Section 1104.01, Yard Requirements for B-3 Zoning <br /> Districts. The proposed setbacks exceed Code requirements. This requirement is met. <br /> e. The entire site on which the operation is located, other than that devoted to buildings, <br /> structures or landscaped areas, shall be surfaced and maintained with a material to control <br /> 111 dust, drainage and erosion. The entire Saturn site will be covered in either an impervious <br /> surface (asphalt or buildings) or landscaped surface (plantings, sod and trees). This <br /> requirement is met. <br /> f. A drainage system, subject to the approval of the City Engineer shall be installed and <br /> maintained and shall comply with the provisions of Chapters 1103, 1010 and 1302 relating <br /> to Surface Water Management. The City Engineer has reviewed the plans dated 3/31/98 <br /> and finds them to be sufficient. Rice Creek Watershed District has granted a permit for <br /> the project based upon the submitted drainage plan. A copy of this permit has been <br /> attached for your reference. <br /> g. The parking requirements are as follows: For every three employees, a minimum of two <br /> spaces shall be provided; for every service stall, a minimum of two spaces shall be <br /> required. Using the expected employment figures from 1996 and the proposed number of <br /> service stalls in 1998, the total number of spaces for employees and customers shall be 27 <br /> and 22, respectively. The parking provided will exceed these requirements. <br /> h. All outdoor illumination shall be fitted with lenses, reflectors or shades which will <br /> concentrate the light upon the premises so as to prevent glare or direct rays and shall be in <br /> compliance with Section 1103.09 of the City Code. Staff has received a photometric <br /> analysis of the proposed lighting on the site and has included it in the plans attached to this <br /> report. The analysis, however, does not give footcandle readings to the centerlines of the <br /> adjoining streets as is required by Section 1103.09 of the City Code. Even so, it appears <br /> that with the exception of the northwest corner of the site, the lighting is acceptable. For <br />
