This request was prompted, in part, by information that the <br /> Town's Edge Terrace Mobile Home Park has gone into bankruptcy, and concerns expressed by residents <br /> living in the mobile home park. Questions were also raised having to do with what actions the City could take <br /> to improve conditions in the park. <br /> ilobile Home Park Closing Ordinance: <br /> e City was considering adoption of a mobile home park closing ordinance two years ago. Samantha <br /> Orduno, former City Administrator, established a task force with representatives from each mobile home park <br /> in the City, and the City's housing inspector, Jennifer Bergman, drafted the ordinance which was patterned <br /> after the ordinance proposed in Bloomington, MN. Ms. Bergman met with the task force to review the <br /> ordinance and they made several suggestions. After this discussion, the ordinance was put on hold at the <br /> suggestion of the City Attorney's office because both Bloomington and Wilmar were being sued over their <br /> mobile home park closing ordinances. The City Attorney suggested that Mounds View wait until these cases <br /> were settled before we adopted an ordinance. The case against Bloomington has been decided and the <br /> Bloomington ordinance has been upheld. A copy of the following items are attached: <br /> • Mobile home park closing ordinance as proposed for Mounds View in 1995. <br /> • List of changes proposed by the task force <br /> • Bloomington ordinance that is in effect at this time <br /> If the City proceeds with the mobile home park closing ordinance proposed in 1995, it will require notice to be <br /> given to the residents and to the Planning Commission, a hearing to be held by the City Council, and relocation <br /> costs to be paid. The proposed ordinance relates to park closings due to sale of the park. It is not clear how it <br /> would relate to closure due to bankruptcy. The City Council may want the City Attorney's office to comment <br /> on this issue, or to draft provisions related to this issue, prior to considering an ordinance for adoption. <br /> skhould be noted that if the proposed ordinance were adopted, it will change the economics of park closings. <br /> City Council may want to consider what its long term goal is for the mobile home parks in Mounds View, <br /> in terms of land use and housing mix, the alternatives available to preserve or replace this type of housing, and <br />
