The question came up time and time again regarding the impact MAC's Comprehensive Plan will <br /> have on the City of Mounds View, and if the revised Noise Abatement Plan covers current issues and concerns <br /> of the city's residents. <br /> Some committee members feel that there is a discrepancy between the court decree's reference to the 1983 <br /> •Master Plan/Aviation Plan of 1986 in comparison to the proposed Comp Plan changes. Disagreements unfold <br /> n relation to minor-use status (i.e. does an extension of the east/west runway and installation of an ILS mean <br /> mat the type of aircraft will be shifting). There are many questions that remain unanswered in relation to the <br /> future ramifications of Comp Plan changes. <br /> I spoke with Mayor Kirsch of Richfield about"tactics"Mounds View needs to take when approaching this <br /> issue. Even though the MSP airport concern is much greater in Richfield, noise abatement strategies are a <br /> high priority and being worked on extensively. There are ways in which Mounds View can also make <br /> recommendation on additional noise abatement strategies. MAC's opposition to Mounds View's creating <br /> additions to it's abatement plan stem from the idea that it would set a"bad" precedence to other reliever <br /> airports and divert air traffic back to MSP, which is counterproductive to the goal of reliever airports. <br /> Mounds View needs the aid of a legal representative, experienced in the area of airport issues to determine the <br /> impact of MAC's proposed Comprehensive Plan on the City of Mounds View.
