CIF CITY OF MOUNDS VIEW Agenda Section 11
REQUEST FOR COUNCIL CONSIDERATION Report Number: q6'—/0 lzws
`f!r .11r ti STAFF REPORT Report Date: 10/31/96
01;
.p
: ithy COUNCIL WORKSHOP MEETING DATE Special Order of Bus.
°Fess.Pa,tnefsk4' November 4, 1996 - p
Consent Agenda
—
Public Hearings
X Council Business
Item Description: I-35W Corridor Coalition Joint Powers Agreement
Executive Director's Review/Recommendation:
-No Comments to supplement this report
-Comments attached.
Explanation/Summary(attach supplement sheets as necessary)
Summary:From time to time I have or Cathy Bennet has reported on activities the I-35W Corridor Coalition is
undertaking, such as the Met Council liveable communities grant application. The group has discussed forming
a joint powers agreement to better formalize the group and clarify its operating status. For background, the group
consists of Mounds View, New Brighton, Roseville, Blaine, Shoreview and Arden Hills. Minneapolis is also a
strong player in the group although they have not been included in this agreement for the time being. It is the
intention of the group to continue to apply to funding sources for corridor related projects such as MNDOT to
study traffic loads and development at key interchanges up and down the corridor, particularly County Road I and
the University property. Other efforts include going back to the Met Council for funds (they are very interested
in aspects of the first grant application, but its objectives did not fit with their project objectives) which may
• clude GIS data base generation, related planning and economic development efforts, and perhaps even staffing
411.
orts.
I have forwarded the agreement to Bob Long for his review and comments, and will discuss with the Council
Monday evening your concerns and interests in this type of effort.
In a related matter, the group has discussed using a consultant to help with the administration of the ongoing
activities of the group. The mayors and managers will be meeting again this month to review a draft agreement
to utilize Joseph Strauss's firm for that work. There will be expenses the City will incur to do this which appear
to be about$4,000 at this time. I will keep the Council informed as their work continues over the coming weeks.
Y**4 . . .
Chuck Whiting, City ministrator
RECOMMENDATION:
•
