IIIIIIIII <br /> DRAFT <br /> 1-35 CORRIDOR COALITION MEETING-SEPTEMBER 11,1996 • <br /> IsstrE 41: STATUS OF GRANT UPDATE <br /> Joseph Strauss indicated that the Metropolitan Council had received 11 grant applications which apparently <br /> was low based on expectations. The completed gent information was distributed to all communities. A <br /> couple of communities indicated that the applications excluded approved resolutions from Arden Hills and <br /> Mounds View. This issue,was going to he reviewed to ensure that the original application had appropriate <br /> resolutions. Tins Keinath, Circle Pines,indicated that Circle Pines would probably approve the appropriate <br /> • resolution for being included in the Metropolitan Livable Communities Program by the end of the year. <br /> Man Fulton acknowledged the extensive amount of work put into the grant preparation process by Joseph <br /> Strauss and thanked him for the assistance. <br /> Tsstre#2: STATUS OF.iOINT POWERS AGREEMENT <br /> A draft joint powers agreement had been distributed earlier,discussions ensued regarding various issues <br /> Afrelating to the joint powers agreement. Communities were directed to forward the draft,joint powers <br /> agreement to their City Attorneys for review. Arden Hills suggested striking Minneapolis out of the joint <br /> powers agreement for the time being until their situation is resolved. <br /> Mayor Jim Chambers indiuukd Shoreview's cxxncern about the overall program,citing they are concerned <br /> about the Metropolitan Council dictating affordable housing to communities and this would be a vehicle to <br /> do it. Bob Henke indicated that it does point to a need to have an effective communications plan for IIIinforming people as to the activities that are ongoing with this coalition's efforts. Denny Probst reminded <br /> meeting attendees that the grant framework is,regarding economic development and transportation issues and <br /> not strictly housing. <br /> ISSUE#3: RAmSEY COUNTY INTEREST 1N 13ROWNFIE4D LEVY OPPORTUNITIES <br /> Judy Karin,Ramsey County, was present to discuss and ask about communities interest in supporting <br /> County levy appropriations for Brownfield cleanup activities. She indicated that the County included <br /> S500,000 within its tnaxirnum levy for this purpose. County representatives are looking for community <br /> meetings to identify and discuss needs. One of the typical things that could be tiunded under this program <br /> would be Phase Two Environmental Audits. Matt Fulton indicated that the tax base revitalization program ' <br /> deadline is approaching. This is a contamination cleanup program under the Metropolitan Livable <br /> Communities Act. Mayor 1.3enke and others indicated that based on the components,the focus of this grant <br /> progratn,it would be more likely that communities would submit individual applications with the coalition's <br /> support instead of an overall application on behalf of the coalition. <br /> ISSUE 04: UPCOMING MEETING DATES <br /> It was determined that the next meetings of the I-35W Coalition would be October 14,November 13. and <br /> December 11.
