ARTICLE I. VISION STATEMENT <br /> 110 <br /> The general purpose of this agreement is to create an organization by which the I-35W <br /> Corridor Coalition Cities may jointly and cooperatively plan for and maximize the opportunities for <br /> regional community development, quality growth and diversification in the North Metro through a <br /> system of collaboration, pursuant to Minnesota Statutes, 1994, Section 471.59. <br /> ARTICLE II. ORGANIZATIONAL GOALS <br /> The I-35W Corridor Coalition Cities adopt the following goals: <br /> Section 1. Work cooperatively with transportation and other agencies in the planning for <br /> transportation improvement, mass transit needs, and other infrastructure improvements along the I- <br /> 35W Corridor to maintain and improve service and help stimulate business growth and labor <br /> availability. <br /> • Section 2. Develop a joint marketing program among the I-35W Corridor Coalition Cities <br /> to attract and retain quality industrial and commercial tax base and employment. Research current <br /> business base in each community and availability of redevelopment opportunities and vacant land <br /> to identify a strategic marketing plan for all communities. Develop a code of ethics between the <br /> communities for use of attraction and retention tools. <br /> Section 3. Develop a strategy to ensure that there are adequate affordable and life-cycle <br /> housing opportunities in the I-35W Corridor Coalition Cities for all residents and employees of the <br /> business base employers. Proactively pursue the use and distribution of all available resources <br /> (e.g., Community Development Block Grant, HOME funds, etc.) to ensure that housing needs are <br /> adequately meet. <br /> Section 4. Develop a coordinated/collaborative database and GIS system by incorporating <br /> similar data to efficiently share information and develop consistent and cooperative land use <br /> policies. Acquire funding for the development of the database. <br /> Section 5. Ensure that there is an effectively trained work force to meet the needs of the <br /> • business base in the I-35W Corridor Coalition Cities and ensure that the reverse commuting and <br /> U:\NMMA\SUBCOMM\I-35W\I35WJPA.DOC 3 <br />
