Explanation/Summary(attach supplement sheets as necessary) Summary: Staff is requesting Council authorization to proceed with development of a mock assessment roll and feasibility letter to accompany Ramsey County's Feasibility Study for the reconstruction of Old Highway 8. Staff has requested an estimate from SEH for these services. An estimated amount of$2,500 to $3,000 was given to staff for this project. It is possible that this estimate may be adjusted after further review by the staff at SEH, staff will have a firm dollar amount on Monday evening. Staff is also requesting Council direction as to the reconstruction or rehabilitation of the remainder of Program Ave. from the carwash to TH 10 and Clifton Drive from Program Ave. to Highway Ave. in the usiness Park. This project may be performed with the construction of Building N, or addressed at a later to if Building N is not constructed. In any case, the project would be assessed to the benefitting property owners. It is staffs recommendation that if Building N is constructed, and Everest is making some public improvements, particularly to the street on their frontage, this may be the opportunity to finish the street improvements to the remainder of the area. SEH has indicated that the preliminary engineering required for determining the project costs and developing a mock assessment roll would be in the neighborhood of$4,000.
