November 27, 1996 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: December 2, 1996 Work Session <br /> Due to lack of time, this memo will have to serve as an overview to Monday evening's meeting on <br /> Administrative Issues. <br /> Discussion of Public Works 1997 Contract: I will have met with the DPW group again on Monday. <br /> So far nothing is very different from the last time I met with Council. Payments for safety glasses and <br /> health insurance seem to be ongoing issues, plus lead pay for Steve Dazenski. Monday evening will <br /> simply be a briefing on my part with the Council. <br /> Discussion of Administrative Aide Position: This is actually the reclassification of this position to <br /> Human Resources Technician. See my staff report. <br /> Discussion of Clerk-Administrator's Salary: The City has made step adjustments for new management <br /> employees after their six month point of tenure. My six month date was October 8. There may be <br /> some confusion as to my status since I was hired at an amount not at a normal step. Some <br /> information is enclosed for you on steps. I would prefer this simply be deferred to the Council and <br /> the Mayor. <br /> . Discussion of New Council Facilitator: Because of timing needs for scheduling and so forth, I want <br /> to inform the Council that after some discussions with the Mayor-Elect and new council members, <br /> there is a strong desire to schedule a goal setting/team building session shortly into the new year. <br /> Don Salverda has talked with me and is familiar with Mounds View and some of the elected officials. <br /> I asked him to set aside January 25 for a Council session, and February 15 for a Council and staff <br /> session, and wanted to inform this Council of that. I was impressed with not only his format, but <br /> what appear to be very reasonable fees. He is sending me more detailed information. I want to pass <br /> this along knowing that the new Council will be making the decision in January to confirm his <br /> services. <br /> Update of Quad Rink Status: This endeavor just keeps on going. There will be some matters to act <br /> on in December, but right now I am not sure how it will all end up. First, the language in the <br /> resolution passed by the Council in September has a minor, but significant change and will require <br /> it be passed again with the change. At a meeting this morning, the issue at question was whether the <br /> City's are liable for operational expenses in addition to the hour quota. The resolution Anoka County <br /> wanted said yes,but the master agreement discussion said no. That will be taken care of and should <br /> be no further problem. The master agreement has been modified and our discussion this morning did <br /> not conclude, so another meeting has to be held next week. I will provide you with the draft to date <br /> so please tell me Monday if you have any concerns. The Council has not expressed much to date, <br /> but actions will be before the Council in December. To date, I have taken a position that as the <br /> smallest participant in this, our fellow cities have done a good job at taking the lead, but it is <br /> • complicated. I can spend some time on this Monday if the Council is so inclined. <br />
