Since <br /> December of 1994, the City has sent the property owner, Mike Courtney, twelve letters requesting correction <br /> of Nuisance Code violations regarding inoperable and junk vehicles parked off of improved surfaces and the <br /> outside piling and storing of car parts and debris. Mr. Courtney has been granted numerable extensions on <br /> deadlines to clean his property and to ensure that all vehicles parked or stored on the property to be properly <br /> licensed and parked upon an improved surface. At no time during this period has the property in question ever <br /> Oen declared "nuisance free." <br /> n October 15, 1996, the City sent Mr. Courtney a detailed letter explaining the code violations present at <br /> that time. These were: <br /> • vehicles parked upon an unimproved surface (Section 607.06, Subd. 3.c.1) <br /> • vehicles not displaying current license plates (Section 607.06, Subd. 6.d.) <br /> • vehicles not owned by legal resident of property on premises (Section 607.06, Subd. 3.c.2) <br /> • junk, car parts, and debris accumulations) (Section 607.03, Subd. 3.c.) <br /> Mr. Courtney was given a deadline of November 3, 1996, to correct these violations. <br /> The property was reinspected on November 4, 1996, and it was found that Mr. Courtney had made an effort <br /> to correct some of the violations, but much work remained. During this site inspection, for which Mr. <br /> Courtney was present, nine specific actions were identified that would need to be accomplished in order to <br /> remedy the Code violations. These actions were enumerated and confirmed in a letter to Mr. Courtney dated <br /> November 7, 1996. The City suggested a time-line whereby at least two items from the enumerated list could <br /> be accomplished each week, resulting in a clean-up period of one month. <br /> 'COMMENDATION: Order abatement of nuisances on the property at 5440 Jackson. <br />
