CCM.F REQUEST FOR COUNCIL CONSIDERATION Agenda Section
STAFF REPORT /A
0
Ot' Report Number:'i1P 7iAs
;. WORKSESSION MEETING DATE
py
yy Report Date: 9/25/96
September 30, 1996
^°d''`oss•PartnersC
Item Description: Consideration to Authorize Staff to Negotiate a Joint Powers Agreement with
Spring Lake Park for the Reconstruction of Spring Lake Road in 1998 and Proceed with a Negotiated
Feasibility Study to be Conducted by SEH
Administrator's Review/Recommendation:
-No Comments to supplement this report
-Comments attached. X
Explanation/Summary(attach supplement sheets as necessary)
Summary:
Spring Lake Road is scheduled to be turned back to the Cities of Mounds View and Spring Lake Park in
1997. The City of Spring Lake Park has agreed that their segments of this road along with Pleasant Vie*
Drive should be reconstructed in 1998. Continued maintenance of these highly deteriorated roadways by both
Cities is no longer cost effective. Staff is requesting a reconstruction date in the spring of 1998. This will be a
fairly large project, involving residents from both communities and approximately two (2) miles of roadway.
Setting the preliminary reconstruction date in 1998 will allow both City staffs and engineers an ample amount
of time to schedule public meetings, hearings, assemble mock assessment rolls, and engineer the project.
this schedule and joint powers concept is approved by both City Councils, staff will proceed with
assembling the proper documents and present them to the Cities upon completion.
Staff seeks Council's direction in this matter.
' ., / / -1r
17
Michael Ulrich, Director of Public Works
RECOMMENDATION:
411,
