Here is what I propose: <br /> 1) As is done now, the City clears streets and alleys of trees and brush as soon as possible after a storm <br /> to allow circulation of emergency and other vehicles. Tree debris will either picked up and removed <br /> by the City, or moved to the boulevards <br /> 2) The City Administrator, in conjunction with the Mayor, shall make the decision to initiate city- <br /> contracted, storm-damaged tree debris removal from curbside within an appropriate time frame as <br /> decided by the City Administrator from the storm's end. This decision would be made only after <br /> 0 storms of a large scale with high and damaging winds. The City Administrator may also declare this <br /> policy effective in particular areas as determined necessary for appropriate clean-up. <br /> 3) Residents within the determined storm damaged area will be instructed by the City to move tree <br /> branches and brush debris accumulated resultant from the storm to curbside within the time declared <br /> by the City Administrator. The City will then remove that debris as soon as possible. <br /> 4) The City Administrator will also determine the appropriate source and amount of City funds to be <br /> utilized for a storm damage clean-up, and report this to the City Council at the next regular City <br /> Council meeting. <br /> This is a somewhat truncated version of the New Brighton policy. I am basing much of it on the experience we <br /> had from the August storm One item in particular is the time after the storm that the City will allow debris to be <br /> moved to curbside. It was apparent to me in August that if a 24 hour period was instigated in which to do that, <br /> most people wouldn't have been able to move much to the curb.
