I am envisioning doing this in three stages. First, we would <br /> review the options and how they were developed prior to the survey. We can have the drawings out and <br /> corresponding proforma. Next we have Bill Morris review the survey and its results, being careful to clarify <br /> the role tax increment plays in the proforma and how the Council and staff have seen VB Diggs role in this <br /> (participating with their own financing, not the City's). This ought to be a nice setup for explaining where we <br /> are now and the choices that appear before the City. This is where I want to be closely in line with the <br /> Council, particularly in light of Cathy's report on the meeting we had with VB Diggs. In that meeting,Diggs <br /> expressed their need to have the City clarify how we would like to see a project structured with Diggs. Diggs <br /> would then be able to submit their packet to Western Bank for their financing. Rick Kuhlein of Diggs seemed <br /> iityen to a variety of options, but seemed to prefer one where their building is attached to the Bel Rae, and the <br /> lease space in an added gym that Diggs finances(or an arrangement where some tax increment is returned <br /> o Diggs). The City of course has much to say about how an arrangement can be made, and Kuhlein certainly <br /> gave the impression he is open minded. He also had a townhouse developer with him who talked about a <br /> development on the southeast side of the Midland-Videen property. <br /> Kuhlein will be present at the meeting on Monday and seems as anxious to get something going as is the <br /> Council. I think we are within reach of determining the scope of the project, at least as far as Diggs <br /> involvement is concerned. If the Council can reach a level of agreement as to a favored option with Diggs, <br /> and its favored option without Diggs, I'd say those preferred options should be put forth as such at the - <br /> October 14 meeting at the end of the presentation. At that point, I would suggest the Council consider doing <br /> two more things, first ask for feed back from the community based on what they saw and heard of the <br /> presentation, and second, instruct staff to proceed on drafting the necessary documents covering a relationship <br /> between the City and Diggs if that option is to continue, and seek options for either an architect, or design- <br /> build contractor with architectural review in order to begin planning and specification development for either a <br /> Diggs or Diggs-less option. In any option including Diggs, a written understanding must include laying out <br /> the building and program management arrangements and responsibilities between Diggs and the City, <br /> determining the physical layout(attached or not attached), ownership and cost of use of one or more gyms, <br /> conflict resolution procedures regarding scheduling, maintenance, etc., real estate deliniation, zoning <br /> 11111 <br />
