Staff Report Page 2, Agenda Section 11M- September 23, 1996 City Council Meeting <br /> I think the proforma options and the conceptual design layouts have been necessary to assist in <br /> framing any discussion on this project. The Council has something from which to respond to and <br /> identify issues. The following items however still need to be addressed: <br /> 1) agreed upon definition of community center(building mission statement) <br /> 2) acceptable costs versus activities in the facility <br /> 3)time frame for reconstruction of facility <br /> 4) aesthetic characteristics of facility • <br /> 5) nature of relationship with VB Diggs assuming they are financeable <br /> The survey appears to address components of items 1 and 2, but the Council will have to agree <br /> amongst themselves at some point on these two items in order to provide staff with acceptable <br /> direction. Here are three options to consider for Item 1): <br /> a: Mounds View's community center is to be a facility designed and operated to serve the <br /> residents of Mounds View most in need of affordable services and activity areas that are <br /> either not provided for or affordable in the market place, or meet the special service <br /> needs of our community. <br /> b. Mounds View's community center is to be a facility designed and operated in the most <br /> cost effective manner to capitalize on market place opportunities for community and • <br /> recreation activities. Such activities will be supported to the greatest extent possible by <br /> user fees, tax increment creation and related profit oriented marketing to insulate the f <br /> facility from the general fund tax levy as much as possible. <br /> c. Mounds View's community center is to be a facility designed and operated to meet <br /> community needs and capitalize on activity opportunities in a manner characteristic to <br /> and affordable with our community. The facility will provide affordable activity space <br /> opportunities for groups in need and make space available for more profitable activities <br /> to assist in covering building expenses. <br /> These are not meant to be final versions for the Council to adopt, but are meant to be examples of <br /> viewpoints expressed on what this building should be. I also realize that some Council members may <br /> feel this issue has been addressed,but collectively a vision has not been formalized. <br /> Item 2) will correspond to Item 1). The proforma options are intended to help address this. The <br /> direction needed from Council is what activities do you want in the facility at what cost. As with any <br /> other project,this will be an ebb and flow issue. One example I am facing right now is a group that <br /> wants 2-3,000 square feet of secured space to sell used clothes free of rental charges. While certainly <br /> an honorable venture, it is difficult to decide how important this activity relative to other activities <br /> that are more flexible in their use of space, may benefit more people and may pay something for the <br /> space. I anticipate the ongoing mix of uses will keep decisions like this coming throughout the life <br /> of the facility. • <br />
