. THIS IS IT. . . . <br /> FOR THE WEEK OF JULY 29 - AUGUST 2, 1996 <br /> ADMINISTRATION <br /> • Staff is working on the budget for the work session on Monday. We are meeting on <br /> Friday morning, and therefor have nothing new for this packet. However, Bruce is <br /> working on streamlining the capital outlay format, and I anticipate we will be able to <br /> show how that relates to operational expenses, and hence future tax levies over the <br /> coming years. Department heads are prioritorizing their budget components as well. If <br /> we can get something down on paper by Friday afternoon, we will deliver a second <br /> packet to the Council with just budget stuff. Otherwise, we will make another <br /> presentation on Monday evening. <br /> • In other business, I have been busy attending various meetings again. I may have <br /> influenced the LMC TIF task force and it direction on use of excess tax increment for <br /> economic development and even community centers. I have been disturbed that the <br /> committee seemed to be focusing on how to lobby and make trade offs rather than <br /> demonstrate credible need for TIF as an economic development tool. I think they will <br /> end up with a duel track on the issue, attempting to lobby for positive legislation on TIF <br /> while strengthening the LMC's voice on the issue. <br /> • I met with the North Metro Crossing Coalition which lobbies hard for funding the 610 <br /> corridor. Mounds View is not a member and perhaps that has been discussed by the <br /> Council in the past. They would like us to joint and would be willing to make a <br /> presentation to the Council some time. <br /> • I want to welcome aboard Pam Sheldon who started this week. She is already attending <br /> meetings on the I-35W corridor and working with her staff. I would like to thank Joyce, <br /> Jim, Rick, Barb and Jennifer for their hard work during this interim period. I have been <br /> very pleased particularly with Joyce's ability to bring the department's business to the <br />
