EVERGREEN LAND SERVICES CO. <br /> 6200 SHINGLE CREEK PARKWAY, SUITE 415 • BROOKLYN CENTER, MN 55430 <br /> PH. 612-566-1036• FAX 612-566-6311 <br /> July 10, 1996 <br /> Mr. Mike Ulrich <br /> Director of Public Works <br /> City of Mounds View <br /> 2466 Bronson Drive <br /> Mounds View, MN 55112 <br /> IN RE: 4949 Old Highway 8, Barbara Matelsky property <br /> Dear Mr. Ulrich: <br /> Per your request, this letter will briefly describe the applications of the federal Uniform <br /> Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended in <br /> 1987, (Uniform Act)to the acquisition of private property for a public project Minnesota • <br /> Statutes 117.50-117.52, require that public agencies apply this federal law and regulations <br /> when private property is acquired for public purpose, whether or not there is any federal <br /> monies in the project <br /> With the City of Mounds View's total taking of the above-referenced parcel, the <br /> homeowner-occupant will be displaced and is therefore entitled to relocation benefits and <br /> assistance per the requirements of the Uniform Act Any displaced homeowner-occupant <br /> is eligible to receive payment of reasonable and necessary moving costs, payment for <br /> replacement housing benefits which can include a purchase price differential, increased <br /> mortgage interest differential(if appropriate), and incidental/closing costs. A study of <br /> _ available, comparable replacement housing is made by the displacing agency to determine <br /> the maximum price differential allowed, and to set pro-rated payments as needed for <br /> interest and incidental costs. Relocation assistance in the form of replacement housing <br /> referrals, advisory assistance, and assistance in preparing claims for payment should also be <br /> offered by the displacing agency. <br /> When the City of Mounds View initiates negotiations (makes a written offer to purchase) <br /> with Barbara Matelsky, she will become eligible for relocation assistance and benefits. As <br /> a qualified homeowner-occupant, she will be entitled to moving and replacement housing <br /> 110 <br />
