Mn. 55432. <br /> Dear Chief Zykmund, <br /> Thank you for the opportunity to provide you with a proposal for fire inspection and <br /> related services to the City of Mounds View. My understanding is that you are looking <br /> for a range of services including Fire Code inspections, fire origin and cause <br /> determination, plan review for both new and re-modeled properties, sprinkler plan review <br /> and support of existing programs on false alarms as directed. <br /> • Fire Code Inspections. I believe that a minimum level of one inspection per <br /> business each year provides a reasonable level of safety to building occupants, owners <br /> and the public. In my opinion approaching inspections with the attitude of providing <br /> a professional fire safety appraisal for each business as opposed to the more <br /> traditional "Code enforcement"creates the maximum benefit to all parties. After a <br /> data base has been established it might be possible to utilize a self-evaluation <br /> document for some of the smaller businesses. These reduce the number of • <br /> inspections while maintaining a reasonable level of safety. <br /> • Origin and Cause Determination. This activity is, obviously, dependent on the <br /> number of fires in the community. I believe that its importance cannot be over- <br /> looked. Trends can be identified which can lead to new or increased Public <br /> Education programs, product recalls or possible criminal sanctions in the case of <br /> proven arsons. <br /> • Plan review for Code compliance. Specific needs of the F.D, performed in concert <br /> with the Building Official presents a Developer or Re-modeler with one cohesive set <br /> of requirements rather than a piece-meal approach. <br /> • Existing Programs. These would be supported at levels and in the manner <br /> prescribed by the Chief or his designee. <br /> There are several ways of structuring this contract. One is on a straight fee for service at <br /> $35 per hour. Another is on a contingency basis where inspection activity is paid as a <br /> monthly lump sum , and all other work is paid per hour. Without any, data on which to <br /> base a proposal offering an exact quote for inspections is difficult, however, the following <br /> figures are based on 130 businesses within the community. <br /> Inspections. 130 businesses at an average of 1 1/2 hours per occupancy =$6,825. <br /> This sum includes pre-planning , follow-up inspections, letters etc. as appropriate. • <br />
