MAUMA <br /> Thursday, February 22 , Dawn and I attended a MAUMA meeting at the Maplewood Community <br /> Center. February's professional development topic is creative problem solving. Audrey <br /> Anderson, the workshop presenter, is a consultant with the Wilder Foundation. Ms. Anderson <br /> has worked with a wide range of nonprofit organizations and uses creative problem solving <br /> techniques frequently with clients to assist them in envisioning new solutions. <br /> Lynnette <br /> Congratulations Michele and Jack! We all wish you the very best. <br /> BILL SUMMARIES <br /> This one is still in the making: A possible bill that would eliminate the state sales tax on local <br /> government purchases in exchange for a cut in HACA. The proposal would supposedly be revenue <br /> neutral for each city. The details are not worked out, but the cut in HACA would seen to be <br /> permanent and the benefit from the sales tax exemption could grow over time. <br /> Low income rental housing <br /> This bill would require cities contemplating construction of new low-income rental projects in areas <br /> with a concentration of low income multi-family rental properties of five or more units. It would <br /> require developers to file a community impact statement and hold a public hearing prior to <br /> considering whether to approve the project. <br /> Sales tax repeal for local government purchases <br /> The proposed bill is very simple; repeal the sales tax on local government purchases on sales <br /> occurring after June 30, 1996. <br /> Community notification <br /> A bill notifying the public when a serious sex offender moves into the neighborhood was approved <br /> by the House Judiciary Committee. Last year this bill was stalled in the Senate, but this year has <br /> already passed the Senate Crime Prevention Committee. Under HF2045, each state prison and <br /> treatment facility would set up a committee to certify on a case-by-case basis, the public risk posed <br /> by all sex offenders who are about to be released. Notification would depend on the severity of the <br /> case. If enacted, the bill would become effective January 1, 1997. <br /> Friendly land use <br /> In this bill local governments would be encouraged to establish a sustainable development plan. The <br /> plan would involve the"development of land and waters that minimizes environmental damage and <br /> provides for economic opportunities and community well-being." Preservation of the environment <br /> for future generations is the goal. There are no funding or enforcement provisions in the bill. <br /> Dawn <br />
