If the property is sold, the <br /> loan is re-paid. <br /> Mayor Linke asked how CDBG funds are allocated to the City of Richfield. <br /> Mr. Nordquist explained that they are a sub-grantee to Hennepin County. They receive a <br /> portion of the county funds, based upon a allocation criteria. Richfield receives <br /> approximately $250,000 annually. One/third of these funds are applied toward housing <br /> rehab programs, 1/3 goes toward acquisition for a low income housing ownership (1st <br /> time home buyer program). <br /> Mr. Nordquist informed the council members that Richfield's Remodeling Fair will be held <br /> on Saturday, January 27th at the Richfield High School and invited them to attend. <br /> B. Consideration of Resolution No. 4881, Approving the Hire of John Hammerschmidt as <br /> a Regular Employee in the Position of Golf Course Superintendent. <br /> MOTION/SECOND: Hankner/Trude to approve Resolution No. 4881, Approving the <br /> Hire of John Hammerschmidt as a Regular Employee in the Position of Golf Course <br /> Superintendent. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> C. Consideration of Resolution No. 4884, Ramsey County Priorities for CDBG Home <br /> Funds Distribution. <br /> Ms. Cathy Bennett, Economic Development Coordinator, explained that Ramsey County <br /> distributes the CDBG funds and Home Investment Partnership Act per project. They have <br /> asked each community to help them set priorities for the distribution of the funds. She <br /> stated Jennifer Bergman and herself sat down and picked the top five. They have also <br /> received input from Julie Trude. The top five staff included were: <br /> 1) Rehabilitation of Rental Property <br /> 2) Removal of dilapidated structures <br /> 3) Job Creation Activities <br /> 4) Rehabilitation of Owner Occupied Single Family Homes <br /> 5) New Affordable Housing Construction <br /> Ms. Trude noted that in the past CDBG funds have allowed the city to make handicap <br /> accessible park buildings at Groveland and Hillview. She stated it has continued to be one <br /> of the city's goals to continue to upgrade the park buildings as neighborhood meeting <br />
