Therefore <br /> she would suggest that Park Improvements for Low and Moderate Income Areas & <br /> Special Needs Persons be added back to the list. She also felt the Provision of <br /> New/Expanded Social Services should be added to the list. She would recommend <br /> dropping the Job Creation activities due to the lengthy process in filling out forms and <br /> complying with HUD requirements for an audit and the fact that these programs will likely <br /> continue to be provided even if they are not on the list of top five priorities. Her <br /> recommendations were as follows: <br /> 1. Rehabilitation of Rental Property; <br /> 2) Park Improvements for Low and Moderate Income Areas and Special Needs Person; <br /> 3) Provisions of New/Expanded Social Services; <br /> 4) Removal of Dilapidated Structures; and <br /> 5) Rehabilitation of Owner-Occupied Single Family Homes. <br /> Ms. Hankner asked if the city will have reached a saturation point in any of the areas <br /> where they have been successful in receiving funding in the past. <br /> S Mayor Linke stated he did not feel the city will reach a saturation point as long as they can <br /> show that there is a need. He stated he was basically in agreement with Ms. Trude's list <br /> of priorities, however he would move Park Improvements to #5, and Rehabilitation of <br /> Owner-Occupied Single Family Homes should be#2 as it better fits within the Focus <br /> 2000. <br /> Ms. Hankner stated she also feels that Park Improvements are not as high a priority as <br /> rehab of single family homes. <br /> MOTION/SECOND: Trude/Hankner to approve Resolution No. 4884, Approving the <br /> Priorities for Distribution of Ramsey County CDBG/Home Funds in 1996 with the <br /> substitute attachment as discussed. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> D. Consideration of Approval of 1996 Newsletter Printing Contract. <br /> Ms. Bennett explained that the city goes out for bids annually on contracting for printing <br /> of the city newsletter. This year the city only received one bid back which is from the <br /> same company who has been providing this service for several years. They have excellent <br /> • expertise and have historically have been below any other bid that has come in. <br />
