The manner in which construction is to take place also needs to be decided. <br /> g <br /> To save time and money, it will be recommended the City negotiate the services of a construction <br /> manager to oversee the project. There are positives and negatives to this approach and these can be <br /> gone over at the work session Monday. <br /> For a layout to be accepted, we should also have a lease arrangement drafted and acceptable to the <br /> Council in about the same time frame. Preferably, I would think having CHS sign such a lease in <br /> order for construction to commence would minimize the City's risk better, since the City will be the <br /> one paying for the construction. Having a guarantee in the lease of a certain duration will help the <br /> City recoup its up-front expenditures. Important, although somewhat less urgent, is an agreement <br /> with Community Education. This will have to wait until after January 8 when Nick Temali returns, <br /> a time I think will still give us the opportunity to accommodate their needs and the City's. <br /> This rush to do this however then creates pressure to adequately inform the public. "Adequately" will <br /> be relative not only to Council members but also to individual community members. Again, at the <br /> January 6 meeting, this should be talked about and preferably agreed upon as to what will likely <br /> constitute"adequate" in your minds and the community's. For that reason, the Council may wish to <br /> remain televised during this work session simply to open all avenues for communication of this <br /> situation, if this option is to be pursued in a timely manner. There was discussion of a referendum <br /> approach to determining the community's acceptance of a Bel Rae project during our November <br /> meeting. Among the options for a communication or referendum may be another Decision Resources <br /> survey, a mail-in ballot approach, an election of sorts or a series of public meetings with the intention <br /> of determining project preferences. This is a difficult aspect of this option but it can work if agreed <br /> to quickly. <br /> In addition to this option, a parallel set of hearings will be needed to amend zoning codes to allow <br /> day care to take place in the Bel Rae's B-3 zone. This can be done in the time frame to allow CHS <br /> into the building, but it does add one more piece to the puzzle to contend with. <br /> To summarize, the following decisions are needed in order to pursue Option A: <br /> 1) Should the Children's Home Society be pursued as a tenant <br /> 2) Is the layout with CHS as a tenant acceptable <br /> 3) Considering the time frame, what is the best manner in which to <br /> communicate with the community on this option <br /> 4) Are lease terms with CHS acceptable <br /> 5) Is the cash flow projections with a CHS tenant satisfactory for pursuing this project <br /> 6) Is a construction manager approach acceptable for build-out <br /> 7) VB Diggs is not as far along as the CHS, does that matter <br /> I am attempting to be as comprehensive as possible realizing several issues and concerns Council <br /> members may have may not be addressed here. <br /> III <br /> Option B: This option is based on simply not attempting to meet the CHS schedule at this time. Since <br /> that choice may preclude the CHS from being a tenant, the urgency obviously is not as great. This <br />
