would give the Council time to reflect on what its intent will be with the facility. The downside is of
111 course a choice with the CHS may no longer exist.
Option B would place the new Council in a similar position as the prior Council going back to the
purchase of the building. Without the urgency of meeting a tenant's needs, the Council can determine
conceptually what it wants the facility to be for the community, its potential uses based on its physical
layout, and an acceptable cost based on benefit for both building out and operations. The framework
for these considerations have been established, being the existing drawings, the proforma spreadsheet
developed for showing costs, and the citizen's committee established by the prior Council.
Time sensitive elements will revolve around what is considered to be prime construction season for
making building improvements. VB Diggs may also become a consideration if they are to develop
into a real element of the project. Currently the building is being used for some Parks and Recreation
programs, and that can continue although at some point some improvements should be made to the
building to bring it into full code compliance. Those actions are on hold pending a determination of
an action plan for the building. In essence, Option B will allow the Council to decide how and where
to proceed, but with the likelihood that the Children's Home Society will not be a participant.
Summary
• Other options exist to be sure, but these two appear to be the predominant ones at this point in time.
This memo is an attempt to clarify the need, should the Council agree its a need, to act quickly if the
Children's Home Society is to be a part of this project. The Council's input is critical and all attempts
to address your concerns can be made. Please feel free to call prior to the meeting as well if there is
anything I can find to help with the discussion Monday evening.
Copied to:
Mary Saarion, Director of Parks and Recreation
Bel Rae Task Force
Bob Thistle, Springsted
David Wolterstorff, WAI Continuum Architects
Cathy Bennett, Director of Economic Development
Bob Long, City Attorney
•
