<br />Item No: 07H <br />Meeting Date: August 22, 2016 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8621, Approving Severance for Craig Swalchick, <br />Housing/Code Enforcement Inspector <br /> <br />Background <br /> <br />Effective August 10, 2016, Craig Swalchick resigned from his position as Housing/Code <br />Enforcement Inspector. Attached is Resolution 8621, which authorizes severance to Mr. <br />Swalchick in accordance with Sections 3.45 and 3.47 of the Mounds View Personnel <br />Manual. The Housing/Code Enforcement Inspector is a non-union, non-exempt classified <br />position. <br /> <br />Discussion <br /> <br />In accordance with Section 3.45, of the Mounds View Personnel Manual: <br /> <br />Upon separation from the City, employees who have completed two or more <br />years of service and leave in good standing shall contribute 100% of their <br />eligible sick leave to their Retirement Health Savings Plan (RHSP). Except <br />as noted below, eligible sick leave is limited to 50% of an employee’s sick <br />balance, which is capped as follows: <br /> <br />Base cap = 960 hours. The base cap shall be increased by 20 <br />hours per year for each year employed beyond ten years. For <br />example, a 15-year employee’s cap would be 1060 and a <br />twenty-year employee’s cap would be 1160 hours. <br /> <br />Resolution 8621 provides a payout of Mr. Swalchick accrued/unused sick time. In <br />accordance with Section 3.45 of Mounds View Personnel Manual, Mr. Swalchick is <br />authorized a sick time payout totaling $1,859.07 to his Retirement Health Savings Plan <br />(RHSP). This is calculated as 153.96 accrued/unused sick hours times 50% times his hourly <br />rate of $24.15. <br /> <br />Resolution 8621 provides a payout on Mr. Swalchick’s vacation time (50% cash payout and <br />50% into RHSP). In accordance with Section 3.45 (c) of the Mounds View Personnel <br />Manual, Mr. Swalchick is authorized a 50% vacation time cash payout totaling $262.38. This <br />calculated as 21.73 accrued/unused vacation hours times 50% times his hourly rate of <br />$24.15/hour. <br /> <br />Resolution 8621 provides a payout of the remaining balance of Mr. Swalchick’s <br />accrued/unused vacation time. In accordance with Section 3.47 of the Mounds View <br />Personnel Manual, Mr. Swalchick is authorized a vacation time payout totaling $262.38. This <br />calculated as 21.73 accrued/unused vacation hours times 50% times his hourly rate of <br />$24.15/hour.
