Item No: 7G <br />Meeting Date: September 12, 2016 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Supervisor <br />Item Title/Subject: Resolution 8625 Approving the Extension of the Department <br />of Natural Resources 2012-2014 Community Forest Bonding <br />Grant and Approving Additional Funding for Replacement <br />Tree Plantings <br /> <br />Introduction: <br />City Council approved on May 14, 2012 the attached Staff report and resolution for a Department <br />of Natural Resources (DNR) grant for the removal of ash trees from municipal properties (parks, <br />grounds, and boulevards) along with replacements of a variety of native trees to establish <br />diversity and tree presence. Acting now will help to slow the infestations and the spread of <br />Emerald Ash Borer (EAB), whereby lessening and stretching the workload curve over more time <br />in combating Emerald Ash Borer. <br /> <br />The grant was extended until to June 30, 2016 so that the City could include boulevard ash tree <br />removals for the Area I - street improvement project. The tree removals have been completed but <br />unfortunately a cost shortage of $6,428.00 has occurred. In order to remove the ash trees and <br />then to replant with a one to one tree replacement, the grant will not cover the entire cost and <br />additional monies are necessary. <br /> <br />Discussion: <br />Staff received two quotes for tree replacements. The quotes include the purchase of the trees, <br />planting, mulching and a one year warranty: <br />• Midwest Landscapes, Ostego, MN for $24,995.00 <br />• Rum River Tree Farm and Nursery, Ramsey, MN for $21,428.00. <br /> <br />The 2016 adopted budget, Forestry Division account 100-4380-3030 has $15,000.00 for Forestry <br />Consulting and can be utilized for the shortage of $6,428.00. <br /> <br />Staff requested an additional extension on the grant from the DNR until November 30, 2016 to <br />complete the tree plantings; this final extension was approved by the City Council on August 8, <br />2016. <br /> <br />Recommendation: <br />Staff recommends the City Council approve the quote from Rum River Tree Farm and Nursery to <br />purchase and plant the replacement trees, including mulching, with a one year warranty for a total <br />of $21,428.00.
