<br /> <br /> RESOLUTION 8628 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />AUTHORIZING BLUE EARTH LABS AND HAWKINS WATER <br />TREATMENT GROUP TO PERFORM REPAIRS ON WATER TREATMENT PLANT <br />#2, FILTER MEDIA CLEANING <br /> <br />WHEREAS, the Public Works Department has many responsibilities including <br />efficiently operating the water distribution system; and <br /> <br />WHEREAS, the treatment systems have been in operation for over 25 years with <br />no major upgrades or repairs to the system; and <br /> <br /> WHEREAS, Public Works Staff noticed a decrease in water production from Well <br />#5 / Water Treatment Plant #2; and, <br /> <br /> WHEREAS, Staff stated to investigate the cause for the loss of production <br />believing it was a valve issue, a controls issue, or possibly the well motor or pump; and, <br /> <br /> WHEREAS, Staff checked many of the components and all are in working order, <br />in turn Staff contacted Advanced Engineering and Environmental Services, Inc., <br />(AE2S), since they would be performing the water production control assessment, to <br />request their assistance with this issue; and, <br /> <br /> WHEREAS, AE2S meet with Staff and after discussing the problems <br />recommended that Blue Earth Labs in partnership with Hawkins Chemical be contacted <br />to evaluate the condition of the filter media. <br /> <br /> WHEREAS, Blue Earth Labs took a core sample of the media from Water <br />Treatment Plant #2 and tested the filter media, and found that the sand media sample is <br />covered with mixed deposits consisting of different minerals with the primary metal <br />contaminant being calcium; and, <br /> <br /> WHEREAS, Staff received a quote from Hawkins Water Treatment Group of St. <br />Paul, MN to clean the filter media at Water Treatment Plant #2 for $7,140.00, and <br />includes the following: <br /> <br />1. Two thousand Pounds of neXt® for the application of a 2x cleaning dose to <br />four (4) pressure filter cells as referenced above. <br />2. The services of one (1) Blue Earth Labs’ representative to supervise, direct <br />and assist for three (1) man days for the cleaning of one (1) filter cell. <br />3. One (1) post-cleaning lab analysis for validation of the field application. <br />4. Blue Earth Labs shall provide technical direction for the proper use of <br />chemistry and job execution. <br />
