Resolution 8617, Authorizing the Sending of a Notice of Termination of 10
Lease to Creative Kids Academy – Mounds View, Inc. 11
12
City Administrator Ericson stated this item was discussed briefly at the Council’s August 8th 13
meeting. The item was continued to allow for comment to be received from the owner of 14
Creative Kids Academy. He reported over the past few years, the YMCA has expressed 15
interested in providing childcare at the Community Center. It was noted Creative Kids Academy 16
currently provides childcare services within the Community Center. He noted the existing lease 17
with Creative Kids does have an early termination clause that would allow the City to opt out 18
with a one-year notice. The benefits of having a single provider in the Community Center space 19
was reviewed at length with the Council. Staff recommended the Council authorize the sending 20
of the Notice of Termination to Creative Kids Academy. 21
22
Mr. Garg, Creative Kids Academy, thanked the Council for delaying action on this item until he 23
could be in attendance at the meeting. He stated he was very surprised to learn that the City was 24
interested in terminating the lease he had at the Community Center. He believed it was in the 25
best interest of the community to keep Creative Kids Academy in business as it was only one of 26
two accredited childcare providers in the City of Mounds View. He explained his families 27
appreciated the size, healthy food, enrichment classes and enhanced programming provided by 28
Creative Kids Academy. He discussed the involvement he has in the community and noted he 29
has never been delinquent on his rent. He stated he would be more than willing to pay property 30
taxes if this was a concern to the City. In addition, he was more than willing to assume the 31
custodial services. He commented on the numerous investments he had made in the building and 32
grounds. He indicated his business was not for sale and his employees would not be absorbed by 33
the YMCA. He feared how his families would be disrupted by the proposed hostile takeover. 34
35
Nate Danielson, YMCA, explained the YMCA began a relationship with the City in 1999. He 36
discussed the growth that has occurred over the past five years at the Community Center. Due to 37
the growth and expanded programing, the idea arose to take on childcare in order for this space to 38
be programmed in the evening hours. He discussed the financial aid assistance that would be 39
available to families through the YMCA. He explained the YMCA was proposing to provide 40
high quality childcare and would be accredited. It was his opinion childcare services was a 41
natural extension of the YMCA programming. 42
43
Mayor Flaherty asked what the relationship was now between the YMCA and Creative Kids. 44
Mr. Danielson stated Creative Kids staff volunteers at all YMCA events and the Y markets their 45
