Item No: 7D <br />Meeting Date: October 10, 2016 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Director of Public Works <br />Item Title/Subject: Resolution 8636 Approving Building Alterations and <br />Maintenance Items for Random and Groveland Park Shelter <br />Buildings <br /> <br />Background/Discussion: <br />The Public Works Department is responsible for overseeing the building maintenance <br />needs for the various park shelters. <br /> <br />In 2006, the club house from the City owned golf course, was moved to Random Park to <br />replace the shelter building. Random is one of the most heavily rented park buildings <br />and is used for, but not limited to, birthday parties, wedding showers and various <br />meetings. <br /> <br />Groveland Park shelter building was built in 2006 and is used for summer programming <br />with the YMCA and is also rented out. Groveland Park included an ice rink and the <br />building was used during the winter months until 2012 when attendance for the skating <br />rinks declined and did not warrant the cost of maintaining the rink or operating the <br />building during the winter. <br /> <br />Both park buildings have seen minor to routine maintenance and repairs over the years. <br /> <br />Further Discussion: <br />Staff has received several comments from the users of the Random building stating that <br />the building is looking “worn and tired”. These comments and concerns were presented <br />to the Park and Recreation and Forestry Commission (Commission). <br /> <br />The Commission toured the parks earlier this year and discussed a number of options <br />to address the building concerns. Staff and the Commission consulted with RAK <br />Construction which, along with the City, is a member of the National Joint Powers <br />Alliance (NJPA) to discuss options and needs of the building. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
