Item No: 7D Meeting Date: October 10, 2016 Type of Business: CB Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Interim Director of Public Works Item Title/Subject: Resolution 8636 Approving Building Alterations and Maintenance Items for Random and Groveland Park Shelter Buildings Background/Discussion: The Public Works Department is responsible for overseeing the building maintenance needs for the various park shelters. In 2006, the club house from the City owned golf course, was moved to Random Park to replace the shelter building. Random is one of the most heavily rented park buildings and is used for, but not limited to, birthday parties, wedding showers and various meetings. Groveland Park shelter building was built in 2006 and is used for summer programming with the YMCA and is also rented out. Groveland Park included an ice rink and the building was used during the winter months until 2012 when attendance for the skating rinks declined and did not warrant the cost of maintaining the rink or operating the building during the winter. Both park buildings have seen minor to routine maintenance and repairs over the years. Further Discussion: Staff has received several comments from the users of the Random building stating that the building is looking “worn and tired”. These comments and concerns were presented to the Park and Recreation and Forestry Commission (Commission). The Commission toured the parks earlier this year and discussed a number of options to address the building concerns. Staff and the Commission consulted with RAK Construction which, along with the City, is a member of the National Joint Powers Alliance (NJPA) to discuss options and needs of the building.
