Mounds View City Council November 28, 2016 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />The Council supported a 6:00 p.m. start time. 2 <br /> 3 <br />City Administrator Ericson discussed the City’s off-sale liquor license moratorium noting it 4 <br />would end on December 31, 2016. He apologized for not getting back to the Council sooner on 5 <br />this issue and asked if the Council would support a three-month extension on the moratorium in 6 <br />order for staff and the Council to determine the appropriate number of off-sale licenses for the 7 <br />community. 8 <br /> 9 <br />The Council supported the moratorium being extended six months. 10 <br /> 11 <br />MOTION/SECOND: Gunn/Hull. To Extend Resolution 8551, Establishing a Moratorium on 12 <br />Any New Off-Sale Liquor Licenses an Additional Six Months. 13 <br /> 14 <br />Council Member Mueller stated based on the outcome of the research she wanted to be assured 15 <br />the City had enough time for a business to apply for a liquor license prior to the June deadline. 16 <br /> 17 <br />Mayor Flaherty reported the moratorium was self-imposed and could be eliminated at any time. 18 <br /> 19 <br /> Ayes – 5 Nays – 0 Motion carried. 20 <br /> 21 <br />City Administrator Ericson indicated staff has been talking about the Charter Commission 22 <br />vacancies for the past year. There was a consensus to reduce the Charter Commission from 11 23 <br />members to 9. He was pleased to report the City received four new applications for the Charter 24 <br />Commission which would assist in filling the vacant positions. 25 <br /> 26 <br />Mayor Flaherty thanked the individuals that volunteered to serve on the Charter Commission. 27 <br /> 28 <br />City Administrator Ericson stated Planner Sevald, Business Development Coordinator Beeman 29 <br />and himself met with a developer interested in developing the vacant lots (five total) at the corner 30 <br />of Wooddale and Mounds View Boulevard. He indicated there were five parcels in this that were 31 <br />5+ acres in size. He explained the City had guided this area as a mixed-use development and the 32 <br />City’s intent was to see these parcels developed as a single project. However, after discussions 33 <br />with the developer, it appears he is only interested in developing the corner parcel. While staff 34 <br />was happy to see there was interest in this property he questioned how the Council felt about a 35 <br />single development on the corner lot. 36 <br /> 37 <br />Council Member Mueller supported the corner parcel being developed independently from the 38 <br />adjacent lots. She believed that development on this corner parcel would drive development on 39 <br />the other four parcels. 40 <br /> 41 <br />Councilmember Gunn agreed. 42 <br /> 43 <br />Councilmember Meehlhause and Councilmember Hull also supported the singular development 44 <br />of the corner lot. 45
