<br />Item No: 07E <br />Meeting Date: December 12, 2016 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 8681, a Resolution Approving a Special Election <br />for a Vacant Seat on the City Council and Approving a <br />Special Election Calendar <br /> <br />Introduction: <br /> <br />The City held an election on November 8, 2016, for Mayor and City Council. Current <br />Councilmember Carol Mueller ran for Mayor and won the seat. Her seat as Mayor will begin in <br />January. This will cause a vacancy for a City Councilmember seat with a term expiration date of <br />December 31, 2018. In accordance with §4.05, subd. 1 of the City Charter, when a vacancy in an <br />elected office of the City occurs with 365 days or more remaining in the term of the vacated office, <br />there shall be a special election of the unexpired term of the office vacated. In accordance with <br />state statute, Councilmember Mueller submitted her resignation as Councilmember effective <br />January 2, 2017. <br /> <br />Discussion: <br /> <br />In accordance with §4.04 of the City Charter, the Council shall by resolution order a special election <br />or advisory election and provide all means for holding it. At least 15 days prior notice shall be given <br />by the City Administrator by posting a notice in the official newspaper of the City stating the time and <br />places of holding such election. The attached resolution orders a special election and approves the <br />attached Special Election Calendar drafted by Ramsey County Elections. Special Election will occur <br />on Tuesday, March 7, 2017. Polls open from 7:00 a.m. to 8:00 p.m. and all 4 voting precincts will be <br />located in the Banquet Center located in the Mounds View Community Center. <br /> <br />The City currently uses Ramsey County for election services. In accordance with the 2017-2020 <br />contract: <br /> <br />11.2 Special Elections <br />The County will submit an invoice payable within 30 days of receipt to the City for <br />all costs incurred by the County to conduct a special election. <br /> <br />Ramsey County Elections Manager Joe Mansky estimates the special election will cost the City <br />approximately $8,700. If the City wishes to add Ramsey County staff during in-person absentee <br />voting, then is would be an additional $1,500. In the past, special elections have lower than normal <br />voter turn-out, and therefore, Staff recommends using present City Staff for in-person absentee. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 8681. <br /> <br />Respectfully submitted, <br /> <br />_____________________ <br />Desaree Crane <br />
