Item No: 7I
Meeting Date: December 12, 2016
Type of Business: Council Business
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Supervisor
Item Title/Subject: Resolution 8685 Approving the Purchase of a 2016 Felling
Trailer, model FT-16-2

Background/Discussion:
As part of the Public Works Department’s maintenance program, service trailers are
purchased for the specific divisions and are used to help perform the needed
maintenance on the infrastructure. The trailers are used for hauling materials and
needed equipment to perform these needed tasks. Public Works has several trailers in
inventory which are used for a variety functions. Trailer #303 is a tandem trailer and
used by all the divisions. Over the life of this trailer repairs have been minimal.

The last few years the trailer has been heavily used during the summer months; the
primary use has been to haul a rented backhoe to perform needed maintenance on the
storm sewer system. The weight of the backhoe is approaching the trailer’s load limit.
In 2015, the loading ramps experienced minor damage, which was repaired by staff . At
that point, a review began on the weight limit, age and condition of this trailer.

As Public Works staff started looking into replacing the trailer, the option of renting a
trailer was researched. Staff learned that the company used for renting the backhoe
hires a third party to deliver the backhoe, making the rental of the trailer not an option.
Staff proceeded to obtain costs in order to place the purchase of a new trailer in the
2016 storm water operating budget in the amount of $12,975.

Staff has received a competitive quote off the State of Minnesota Cooperative
Purchasing Venture from Truman-Welter of Buffalo MN for a 2016 Felling Trailer, model
FT-16-2 (deck over) trailer at a cost of $12,826.80.

Recommendation:
Staff recommends the approval of Resolution 8685 for the purchase of a 2016 Felling
Trailer, model FT-16-2 (deck over) from the State of Minnesota Cooperative Purchasing
Venture contract from Trueman-Welter of Buffalo MN at a cost of $12,826.80, and
funded from account 745-4415-7030.

Respectfully submitted,

Don Peterson
Public Works Supervisor
