<br />ESP Reapproval Report <br />January 26, 2015 <br />Page 2 <br /> <br />Currently the following items are being proposed to be replaced with this Energy Savings <br />Partnership: <br /> <br />• Community Center Interior lighting retrofit and upgrades (LED) <br />• Community center exterior lighting retrofit and upgrades <br />• Replace RTU #3,#5, #6 and #7 & kitchen MUA with BAS upgrades <br />• City Hall HVAC controls <br />• City Hall Lighting to T-8 <br />• City Hall boiler / hot water heater upgrades <br />• City Hall & Community Center install 40kW solar panel systems <br />• Trail Lights upgrade to LED <br /> <br />Discussion: <br /> <br />Staff reviewed the Energy Savings Partnership program with the city Council at the January 5, <br />2015, W ork Session and presented it for approval at the January 12, 2015, City Council <br />meeting. After the January 12, 2015, Council meeting, staff met with Trane to review the <br />contract, scope of work and financial documents. During this meeting it was discovered that an <br />error was made in the staff report and the resolution regarding the total project amount. The <br />report had indicated total cost of the project of $577,959.00. The actual amount of the project as <br />noted in the spread sheet presented at the January 5, 2015, work session is $874,964.00. The <br />City Administrator was made aware of this error after staff met with Trane. The City <br />Administrator indicated that this project would need to be brought back to the City Council at the <br />January 26, 2015, meeting to rescind Resolution 8366 and to reapprove the authorization with <br />the corrected contract amount noted. <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council approve Resolution 8368 which rescinds previously <br />approved Resolution 8366 and reapproves an agreement between the City of Mounds View and <br />Trane Building Services for an Energy Savings Partnership administered by the St. Paul Port <br />Authority. The Program includes replacement of RTU #3, 5, 6, and 7; upgrade of the controls for <br />the units; replacement of the kitchen make up air unit; upgrade the lighting on the interior and <br />exterior to LED bulbs and controls as needed; upgrade the HVAC controls at City Hall; install <br />LED bulbs at an Energy efficient T-8 were applicable; retrofit all trail lights along County Road <br />10 to LED; and Install two 40kW solar panel units--one at City Hall the other at the Community <br />Center. The program will be paid for with the energy savings realized. Total cost of the project is <br />$874,964.00.
