Item No: 7D <br />Meeting Date: February 23, 2015 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brandon Stenglein, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8380, Authorizing Inspec, Inc. to perform Additional Design <br />Services, Bidding Documents, and Authorizing Advertisement for Bids <br />for the 2015 Masonry Restoration at the Ground Reservoir, Booster <br />Station, and Well House No. 2 <br />Background: <br />The City authorized Inspec, Inc. to perform an exterior wall management plan in May 2012 for all <br />sixteen municipal facilities. These plans provide a detailed evaluation of repairs needed and <br />provide a timeline for replacement if required. Public Works has been working with these plans to <br />prioritize and budget the various repairs and improvements to the various facilities owned by the <br />City. The Booster Station, Well House No. 2, and 2MG Ground Reservoir all have some level of <br />masonry renovation needed, but the ground reservoir has significant masonry renovation needs. <br /> <br />Inspec was authorized to perform preliminary engineering design and analysis to determine the <br />best approach to fixing the ground reservoir wall and roof (Nov. 2012 – Res. 8020). Work included <br />investigations by removing test openings in the exterior wall and structural analysis to determine <br />possible roofing systems. Inspec completed this phase of the project and provided Public Works <br />with final reports to be used in final design and bidding document preparation. <br /> <br />Discussion: <br />A combined masonry renovation project is proposed for the Booster Station, 2MG Ground <br />Reservoir, and Well House No. 2. The booster station and reservoir were constructed in 1968 and <br />the well house in 1964 with none or little improvements to the exterior systems. The Booster <br />Station and Well House No. 2 are also scheduled to have the roof replaced this year as a separate <br />project. The Ground Reservoir was reroofed in 2014. Roofing and masonry renovation are <br />compatible activities and will to deter having to undo or redo improvements if done at separate <br />times. As such the masonry and roofing projects will be scheduled and coordinated in a manner to <br />minimize any such issues. <br /> <br />Inspec was authorized to perform final design work for the masonry restoration and roofing of the <br />Ground Reservoir, Booster Station, and Well House No. 2 in 2013 (Sept. 2013 – Res. 8158). That <br />scope included the bid process services for the masonry restoration. Changes to the scope and <br />additional items required further design. <br /> <br />Public Works solicited a fee proposal from Inspec to perform additional design services and prepare <br />bidding documents for a public bid of the project. Inspec provided a fixed fee of $4,800 to perform <br />these services. Additional design costs include updating construction documents for 2015 bidding of <br />the masonry restoration project, design of door replacement, masonry infill of an existing window, <br />and new door installation at an existing window. <br /> <br />In addition it is estimated that it could cost around $3,000 for hazardous materials sub-consultant <br />services for these existing structures bringing the total additional design service fee to $7,800 <br /> <br />Construction Estimate <br />The 2015 Budget includes $200,000 in the Water Enterprise Fund under 700-4823-7050 for <br />reservoir and booster station reroofing and masonry renovation, which anticipated a 2015 <br />construction schedule. The updated cost of construction is approximately $155,000 for masonry
