Item No: 07I <br />Meeting Date: May 26, 2015 <br />Type of Business: Council Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Director of Public Works <br />Item Title/Subject: Resolution 8422, Authorizing Budget Adjustment and Approving Bid <br />and Authorizing Contract with Northwest Asphalt for the Silver View <br />Park Trail Rehabilitation <br /> <br />Background/Discussion: <br />The City is in the process of rehabilitating Silver View Park Trail, this trail was originally <br />constructed as a wood chip trail around the pond shortly after it was constructed. The City let a <br />contract for converting the trail into an asphalt pavement trail in 1993. The specifications for that <br />project required an 8-foot wide trail with 4-inches of aggregate base and 2-inches of asphalt. This <br />was a typical pavement section for trails at that time. However, sections of this trail have failed <br />due to environmental degradation. There are areas where storm water runoff drains over the <br />pavement, degrading the pavement and creating ponding and icy conditions in the winter months. <br />The type of equipment used for maintaining or accessing the trail has also contributed in having <br />the trail around the Silver View Park storm drainage pond fail. For these reasons listed but <br />primarily due to the underlying soils ability for support – which is related to an inferior original <br />pavement design the trail is beyond repairs or use in its functional life span. <br /> <br />The City Council has taken the following steps for the rehabilitation of the Silver View Park Trail: <br />• In September 2014, American Engineering Testing, Inc. (AET) performed geotechnical and <br />pavement evaluation services for the trail in Silver View Park. <br />• December 3, 2014 Resolution 8348. Authorizing Professional Engineering Design and <br />Preparation of bidding Documents. <br />• February 23, 2015 City Council authorized Staff to continue moving project forward after <br />the Engineers estimate of $313.000 for the project was higher than the 2015 budget. Line <br />items in the budget will be used to cover the difference. <br />• April 13, 2015 Resolution 8396, Approving Bid Documents and Authorizing Advertisement <br />for bid. Bolton & Menk, Inc. prepared the design and bidding documents for this project. <br />These plans address drainage issues, trail design sections, easements, and damage from <br />roots by nearby trees, to ensure the longevity of the trail. <br /> <br />On Tuesday May 19, 2015 Bids were received, opened and read aloud. Six (6) bids were received <br />one of the bids is considered Non responsive for not acknowledging the addendum, <br /> <br />Contractor Base Bid <br />Northwest Asphalt, Inc. $372,586.75 <br />Barber Construction, Inc. $421,825.00 <br />Dresel Contracting Inc. $421,909.14 <br />Sunram Construction, Inc. $455,025.75 <br />FPI Paving Contractors Inc. $458,996.00 <br />Urban Companies Non responsive for not acknowledging addendum <br /> <br /> <br /> <br /> <br />
