Resolution , Authorizing Contract with Northwest Asphalt Silver View Trial Rehabilitation <br />Page 2 <br /> <br />Bolton & Menk, Inc. reviewed the bids and attached is the Abstract of Bids. The low bid received is <br />from Northwest Asphalt of Shakopee MN., in the amount of $372,586.75. The Engineers estimate <br />for this project is $313,000.00. Over all projects in Ramsey County appear to be coming in at an <br />average of 10% to 15% higher than engineering estimates. Adding the engineering fees of <br />$58,000 plus a 5% contingency of $21,529.34 brings the total cost of this project to $452,116.09. <br />This is $102,116.09 over the 2015 budget. The Council approved on February 23, 2015 to <br />increase the budget to $350,000.00 by using line item funds intended for the New Public Works <br />Building. Public Works Staff informed the City Administrator of the results of the bid opening and to <br />discuss the options. Staff also met with the Finance Director, to inform him of the bid results and <br />discuss the options and how the project would be funded if the Council elects to move forward. <br /> <br /> <br /> <br />Recommendation: <br />Public Works and the Parks and Recreation and Forestry Commission both recommend <br />rehabilitating the trail at Silver View Park. <br /> <br />The City Council has a few options to consider: <br />• Reject all bids and re-bid the project in 2016, (the costs for this project will most likely <br />increase in 2016). <br />• Re-design the trail by removing the asphalt and have the trial become an ag-lime trail <br />(staff does not have an estimate for this cost. This would also effect winter operations <br />for snow removal. Costs for this option would be sought if the Council directs staff to <br />provide). <br />• Adjust the 2015 Budget in the Special Projects (Fund 480), account 480-4180-7050 <br />increasing the amount by $102,116.09. <br /> <br />Attached to this staff report is a resolution authorizing the Adjustment of the budget and <br />authorizing a contract to be awarded to Northwest Asphalt of Shakopee for the Silver View Park <br />Trail Rehabilitation in the amount of $372,586.75, for a total of $452,116.09 including engineering <br />fees and 5% contingency, with a completion date by August 22, 2015. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br />Don Peterson – Interim Director of Public Works
