Item No: 8A <br />Meeting Date: May 26, 2015 <br />Type of Business: CA <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Director of Public Works <br />Item Title/Subject: Resolution 8423 Approving the Contract With Upper Cut <br />Tree Service and 4 Seasons Tree Care for Tree Removal of <br />Accessible and Non-Accessible Trees. <br /> <br />Background/Discussion: <br />Public Works is charged to oversee the Forestry duties in the City this includes trees in on <br />City grounds as well as trees in the ROW (right of way). Duties include the Diseased Tree <br />Ordinance, where Elm Trees, Oak Trees and recently Ash Trees, with the Emerald Ash <br />borer the main concern of this Ordinance. To assist Public Works with the removal of <br />diseased trees, quotes are obtained for the removal of accessible trees where a vehicle <br />and equipment has easy access to the site in order to remove the trees and non-accessible <br />trees, for cases where access with vehicles is not possible. In the past the contracts have <br />been annual to every two to three years; both contracts for the tree removals expired in <br />March of 2015. Public Works Staff sent the requests for bids to five tree services <br />companies. <br /> <br />The Proposals were further broken down in both the accessible and non-accessible trees in <br />two categories: <br />• Cost per tree with trunk diameter less than 35 inches <br />• Cost per tree with a trunk diameter greater than 35 inches <br /> <br />There were three companies that submitted proposals. The results are as follows: <br />Accessible Trees: <br />Company Cost/ Inch;< 35” Cost/ Inch; >35” <br /> <br />4 Seasons Tree Care $15.00 $30.00 <br />Upper Cut Tree Service $22.00 $28.00 <br />Midwest Tree Experts $75.00 $100.00 <br /> <br />Non-Accessible Trees: <br />Company Cost/ Inch;< 35” Cost/ Inch; >35” <br /> <br />Upper Cut Tree Service $23.00 $35.00 <br />4 Seasons Tree Care $25.00 $50.00 <br />Midwest Tree Experts $100.00 $115.00 <br /> <br />The low quote for accessible trees was submitted by 4 Seasons Tree Care and for non- <br />accessible trees by Upper Cut Tree Service. Both tree service companies have held <br />municipal contracts with other cities in the past, and are the same contractors that have <br />been working with the City of Mounds View since 2009. <br /> <br /> <br />
