RESOLUTION 8422 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />AUTHORIZING BUDGET ADJUSTMENT AND APPROVING BID AND AUTHORIZING <br />CONTRACT WITH NORTHWEST ASPHALT FOR THE SILVER VIEW PARK TRAIL <br />REHABILITATION <br /> <br />WHEREAS, the trails in Silver View Park were originally constructed as wood chip paths <br />in the early 1980’s, then paved with asphalt in 1993, and the existing condition of the pavement <br />is poor and stormwater runoff drains across many areas of the trails; and <br /> WHEREAS, the City Council has determined the importance of this trail and the need to <br />rehabilitate do to the trail failing primarily due to the underlying soils ability for support – which is <br />related to an inferior original pavement design; and <br /> <br />WHEREAS, engineering consultant Bolton & Menk, Inc. prepared both design, and <br />bidding documents for the reconstruction of the trail which also includes drainage <br />improvements; and <br />WHEREAS, monies have been budgeted in 2015 under the Special Projects Fund (480- <br />4180-7050) for the trail rehabilitation; and <br />WHEREAS, bids were received on May 19, 2015 with the low bid of $372,586.75 from <br />Northwest Asphalt of Shakopee MN; and <br />WHEREAS, the City Council recognizes the total project is $102,186.25 short and <br />monies have been budgeted in 2015 under the Special Projects Fund (480-4180-7050) for the <br />trail rehabilitation of $350,000.00. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, <br />Ramsey County, Minnesota as follows: <br />1. Authorizes the 2015 Budget to be adjusted in the Special Project Funds 480-4180-7050 in <br />the amount of $102,186.25, for the Silver View Park Trail Rehabilitation Project <br />2. City Council accepts the bid from Northwest Asphalt for $372,586.75 for the Silver View <br />Park Trail Rehabilitation Project and awards the contract to them. <br />3. The Mayor and City Administrator are hereby authorized and directed to execute all <br />appropriate documents to effectuate the actions contemplated by this Resolution. <br />4.
