Mounds View City Council June 8, 2015 <br />Regular Meeting Page 5 <br /> <br />Drives, Inc. for Mustang Drive and Mustang Circle for pavement rehabilitation and drainage 1 <br />improvements. He noted Hard Drive, Inc. submitted the low bid of $433,916.56 for this project, 2 <br />which was $57,000 below the engineer’s estimate. 3 <br /> 4 <br />Council Member Mueller asked if the City has worked with Hard Drives, Inc. in the past. Public 5 <br />Works Director Erickson reported he does not have any experience working with this company, 6 <br />however, Stantec recommended them as a qualified vendor. 7 <br /> 8 <br />Mayor Flaherty questioned when the project would begin. Public Works Director Erickson 9 <br />anticipated that the project would begin early July. 10 <br /> 11 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8429, 12 <br />Awarding a Construction Contract for Mustang Drive and Mustang Circle Pavement 13 <br />Rehabilitation and Drainage Improvements to Hard Drives, Inc. 14 <br /> 15 <br /> Ayes – 5 Nays – 0 Motion carried. 16 <br /> 17 <br />F. First Reading and Introduction of Ordinance 903, an Ordinance Amending 18 <br />Chapter 701 to Add Provisions for the Keeping and Raising of Poultry and 19 <br />Fowl in Certain Residential Districts. 20 <br /> 21 <br />City Administrator Ericson stated at the May 4th worksession meeting the Council directed staff 22 <br />to draft an Ordinance that would allow for the keeping of poultry and fowl in certain residential 23 <br />districts. He discussed the proposed Ordinance in detail with the Council and noted no more 24 <br />than eight fowl or poultry would be allowed. He reported that a public hearing for the poultry 25 <br />Ordinance would be held on June 22nd. Staff recommended the Council introduce Ordinance 26 <br />903. 27 <br /> 28 <br />Council Member Gunn recommended that poultry and fowl be changed to chickens and ducks 29 <br />and that no males (roosters or drakes) be allowed. She supported the City allowing eight birds 30 <br />total, whether they be chickens or ducks. 31 <br /> 32 <br />Council Member Meehlhause agreed with Council Member Gunn’s suggestions. 33 <br /> 34 <br />Council Member Mueller discussed the storage of chicken feed. She requested further comment 35 <br />on this item. City Administrator Ericson stated the intent of the language within the Ordinance 36 <br />was to ensure that the feed was stored in a closed container so as to not be accessible by rodents. 37 <br /> 38 <br />Deb Nygaard explained that she stores her chicken feed in a metal garbage container and keeps 39 <br />critters out. 40 <br /> 41 <br />Council Member Hull asked if four chickens would be enough birds for a good limit for the City. 42 <br />Ms. Nygaard recommended that the City allow up to eight birds total. She requested that the City 43 <br />not require leg bands considering the birds were required to be fenced. She stated that her birds 44 <br />stuck close to home. 45
