Mounds View City Council June 8, 2015
Regular Meeting Page 6

1
Mayor Flaherty asked if this was a requirement of other cities. City Administrator Ericson 2
reported this was a requirement for other communities. 3
4
Council Member Mueller supported the removal of the bird banding requirement. 5
6
Council Member Gunn agreed with this recommendation. 7
8
Mayor Flaherty was in favor of the City moving slowly on this matter and wanted to see residents 9
only have six (6) poultry or fowl on their property. He did not believe the bird banding was 10
necessary. 11
12
Council Member Meehlhause agreed and supported residents having six (6) chickens. 13
14
Council Member Gunn and Council Member Mueller supported residents having eight (8) 15
chickens. 16
17
Council Member Hull questioned if the City would allow current poultry owners to be 18
grandfathered in. City Administrator Ericson stated this could be allowed by the Council, 19
however staff recommended the City move away from grandfathering. 20
21
Council Member Hull was in favor of residents having only six (6) chickens. 22
23
Council Member Meehlhause recommended that the Council stick with a number and not waiver 24
back and forth over the coming years. He amended his previous comment and noted that he 25
could support residents having eight (8) chickens. 26
27
Mayor Flaherty stated he could live with eight (8) birds with no bird banding requirements. 28
29
MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Introduce Ordinance 903, 30
an Ordinance Amending Chapter 701 to Add Provisions for the Keeping and Raising of Chickens 31
and Ducks in Certain Residential Districts as amended. 32
33
Council Member Mueller believed that the keeping of chickens will be a great thing for Mounds 34
View neighborhoods. 35
36
Council Member Meehlhause did not want chickens and fowl to become a divisive issue as has 37
been the case in a neighboring community. He appreciated the Council coming together on this 38
issue and supported the requirements written into the Ordinance. 39
40
Ayes – 5 Nays – 0 Motion carried. 41
42
8.
