Continued Public Hearing, Resolution 8434, a Resolution to Consider a 2 <br />Residential Kennel License located at 2280 Pinewood Drive. 3 <br /> 4 <br />Assistant City Administrator Crane stated this item was continued from the July 13 City Council 5 <br />meeting to allow the applicant to be present. She requested the Council consider a residential 6 <br />kennel license for the property at 2280 Pinewood Drive and noted Public Hearing notices were 7 <br />sent to all property owners within 500 feet of the subject property. She provided further 8 <br />comment on the four dogs now on the property and stated staff has received 12 phone calls and 9 <br />other written complaints on the animals. 10 <br /> 11 <br />Mayor Flaherty explained this was a continued Public Hearing from the July 13 City Council 12 <br />meeting and asked for comments from the public. 13 <br /> 14 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. 15 <br /> 16 <br />Council Member Meehlhause questioned how long the homeowner has had four dogs. Margarita 17 <br />Schaff, 2280 Pinewood Drive, commented she co-owns the English Springer Spaniel. This pet 18 <br />was on the show circuit and was not on the premises. She indicated the dachshund was recently 19 <br />purchased within the past six weeks. She reported she was on her property 24/7 and a six-foot 20 <br />privacy fence was recently installed around the perimeter. She explained that her three dogs on 21 <br />premise were de-barked, so her dogs were not the barking concern. She discussed the dogs in her 22 <br />neighborhood, which were barking concerns. 23 <br /> 24 <br />Mayor Flaherty understood that Ms. Schaff showed her dogs and took great personal care of her 25 <br />animals. He encouraged Ms. Schaff to speak with her neighbors regarding her pets. Ms. Schaff 26 <br />indicated that she had been in contact with each of her neighbors regarding the dogs and the 27 <br />neighbors have stated the dogs were not a concern. 28 <br /> 29 <br />Mayor Flaherty reported that each of the neighbors that expressed concern with the pets were 30 <br />invited to attend this meeting, and not one was in attendance. Ms. Schaff commented that she 31 <br />would apologize to any of them and explain the measures that she has taken to ensure that her 32 <br />pets were not a bother to her neighbors. 33 <br /> 34 <br />Council Member Mueller asked if Ms. Schaff attended to her dogs when they were outdoors. 35 <br />Ms. Schaff stated this was the case. 36 <br /> 37 <br />Council Member Mueller requested further information on what it meant for the dogs to be de-38 <br />barked. Ms. Schaff explained this was a surgical procedure where the larynx was clipped on the 39 <br />dogs. She indicated the dogs could still bark, but it was a muffled or hoarse sound when 40 <br />compared to a bark. 41 <br /> 42 <br />MOTION/SECOND: Gunn/Hull.
