Mounds View City Council July 27, 2015 <br />Regular Meeting Page 3 <br /> <br />Mayor Flaherty reiterated that this was a Public Hearing and neighbors were invited to speak to 1 <br />this matter. He encouraged the neighbors to speak to one another if any situation were to arise in 2 <br />the future. 3 <br /> 4 <br />Council Member Gunn thanked Ms. Schaff for taking such good care of her pets and for putting 5 <br />up a privacy fence on her property. 6 <br /> 7 <br />Council Member Meehlhause appreciated that Ms. Schaff has invested in her pets through the de-8 <br />barking, the privacy fence and the invisible fencing. 9 <br /> 10 <br /> Ayes – 5 Nays – 0 Motion carried. 11 <br /> 12 <br />B. Resolution 8439, Approving a Gambling Permit for Spring Lake Park Lions 13 <br />for an Event Located at the Mounds View Community Center on September 14 <br />10, 2015. 15 <br /> 16 <br />Assistant City Administrator Crane stated the Spring Lake Park Lions were requesting a 17 <br />Gambling Permit for an event that would be located at the Mounds View Community Center on 18 <br />September 10, 2015. She reported the one-day event would assist with raising funds for the 19 <br />YMCA’s in the trade area. Staff recommended approval of the gambling permit as requested. 20 <br /> 21 <br />Council Member Meehlhause asked if the funds would be funneled to the Shoreview YMCA. 22 <br />Amanda Jackson, gambling manager for the Spring Lake Park Lions, explained she was 23 <br />approached by a member of the TPC Rolls to conduct bingo at the Mounds View Community 24 <br />Center. It was requested the funds be donated to the Emma B. Howe YMCA, which was in Coon 25 <br />Rapids. She explained that a check could be cut to a charitable organization in the trade area. 26 <br /> 27 <br />Mayor Flaherty requested that staff clarify with the Lions who would be receiving the proceeds. 28 <br /> 29 <br />Council Member Mueller appreciated the outreach that was completed for this permit. 30 <br /> 31 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8439, 32 <br />Approving a Gambling Permit for Spring Lake Park Lions for an Event Located at the Mounds 33 <br />View Community Center on September 10, 2015. 34 <br /> 35 <br />Council Member Meehlhause was not concerned that the Emma B. Howe YMCA would benefit 36 <br />from the proposed event as this would funnel back into the City of Mounds View YMCA. 37 <br /> 38 <br /> Ayes – 5 Nays – 0 Motion carried. 39 <br /> 40 <br />C. Resolution 8440, a Resolution to Consider a Therapeutic Massage License for 41 <br />Bodyflow Massage located at 2402 County Road I. 42 <br /> 43 <br />Assistant City Administrator Crane stated Maixai Lee was relocating her therapeutic massage 44 <br />business from Roseville to the City of Mounds View. The business would be called Bodyflow 45
