Mounds View City Council July 27, 2015 <br />Regular Meeting Page 6 <br /> <br />Mayor Flaherty congratulated Senator Scalze for receiving this recognition and appreciated her 1 <br />professional representation of the City of Mounds View. 2 <br /> 3 <br />Council Member Mueller discussed a recent incident she had at her home where emergency 4 <br />services and an Allina Ambulance was dispatched. She explained that she received incredible 5 <br />services and appreciated the prompt response time. 6 <br /> 7 <br />Mayor Flaherty encouraged residents along Fairchild, Knollwood and Mustang Drive to water 8 <br />their sod. 9 <br /> 10 <br />Council Member Mueller noted that the construction crew was responsible for watering the sod 11 <br />for the first 30 days and she testified that two water trucks were watering each and every day. 12 <br /> 13 <br />Council Member Gunn appreciated the blossoming rain gardens throughout the City. 14 <br /> 15 <br /> B. Reports of Staff. 16 <br /> 17 <br />Public Works Director Erickson provided the Council with an update on the Mustang Drive 18 <br />street project. He noted the County would be providing the Council with an update on the 19 <br />County Road H/County 10 interchange at an upcoming worksession meeting. 20 <br /> 21 <br />Public Works Director Erickson discussed the Silver View Park Trail and noted the City was 22 <br />working on two easement agreements. 23 <br /> 24 <br />City Attorney Riggs advised the Council further on the easements and legal description situation. 25 <br /> 26 <br />Council Member Mueller invited Public Works Director Erickson to participate in Festival in the 27 <br />Park on Saturday, August 22nd. 28 <br /> 29 <br />City Administrator Ericson provided the Council with a memorandum and requested feedback on 30 <br />two economic development activities. He explained that a developer was interested in assisting a 31 <br />local business to expand at the corner of Mustang and Old Highway 8. There was a funding gap 32 <br />and the developer has requested a TIF agreement to allow the development to move forward. 33 <br />Staff was considering the tangible benefits of the project. He asked if the Council wanted to 34 <br />have the EDA and the EDC consider the TIF request. 35 <br /> 36 <br />Council Member Meehlhause was open to considering the business expansion as this was an area 37 <br />of the City that was in need of redevelopment. 38 <br /> 39 <br />Council Member Mueller believed the purpose of TIF was to assist businesses with financing 40 <br />when without it the development would not be impossible. 41 <br /> 42 <br />Council Member Hull, Council Member Gunn and Mayor Flaherty agreed. 43 <br /> 44
